Project Manager – Lesotho Renewable Energy and Energy Access Project (LREEAP) – Strategy, Planning and Projects Division

The Kingdom of Lesotho has received financing from the World Bank toward the cost of the Lesotho Renewable Energy and Energy Access Project (LREEAP). LREEAP is a project which is largely targeted at people living in remote areas, and aims to expand access to electricity to diverse consumers with varied needs, including households, rural communities and in the outskirts of the urban areas, small and medium enterprises and economic centres that are on and off the grid. The project will be implemented by the Lesotho Electricity Company (LEC).

The LEC herewith invites applications from eligible candidates for the position of Project Manager on a five-year fixed-term contract.

Job Summary
Reporting to the Project Coordinator, the Project Manager will have the overall responsibility to oversee the successful implementation, control and evaluation of the project within the approved framework of the Company and the Project Committee.
Key Performance Areas
The incumbent will be responsible for performing the following:

  • Establishing solid working relationship with the project authority (Financiers & Executive) and key stakeholders.
  • Monitoring the progress of the project and making adjustments as necessary to ensure the successful completion of the project
  • Establishing a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project
  • Reviewing the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards
  • Writing reports on the project
  • Managing communications and ensuring stakeholders are kept aware of project activities, progress, and exceptions.
  • Advising the company on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance)
  • Monitoring, reviewing, and approving all budgeted project expenditures
  • Monitoring cash flow projections and reporting on actual cash flow and variance on a regular basis
  • Developing and maintaining project plans; managing the construction of the required infrastructure, taking responsibility for overall progress and use of resources and initiating corrective action where necessary; advising the Project committee of any deviations from the plan; identifying and managing risks so that maximum benefit to all stakeholders is achieved; monitoring and evaluating performance of the service providers.
  • Ensuring that the project deliverables are on time, within budget and at the required level of quality
  • Evaluating the outcomes of the project as established during the planning phase
    Qualifications
    The ideal candidate shall be in possession of a Bachelor’s Degree or equivalent in Construction Management, Mechanical or Electrical Engineering, or any other relevant discipline.
    PRINCE 2 or PMP certification will be an added advantage. The candidate should also possess a minimum of ten (10) years’ relevant post qualification experience, five (5) of which should have been in a senior Management position. The candidate must have a demonstrable record and experience as a Project Manager in the construction or electrical environments.


Other Requirements and competencies

Management professional with strong project management acumen; prior project management experience with financial responsibility.

Aligned to World Bank and LEC principles and values, as well as to promoting international development and reform in a conflict environment.

Working knowledge in public and/or private sector and expertise in handling contract issues in the context of accredited Project Management bodies, policies and standards; strong ethics; service and client satisfaction oriented approach.

Ability to plan work assignments, juggle competing demands and work under pressure of frequent and tight deadlines, and with minimal to no direction/supervision.

Excellent communication (spoken and written) skills, with the capability to articulate the project’s strategic goals into sound operating plans and processes; excellent written and oral advocacy and negotiation skills; charisma necessary to effectively focus and motivate employees, clients, partners, and stakeholders.

High proficiency with computers in particular MS Project, MS Word, MS Excel, MS Outlook, and the Internet. Advance knowledge of working with Internet based applications and languages.

Ability to lead and support teams in a complex multi-national, multi-cultural environment.
