Job Description:
PURPOSE OF POSITION
Provides technical leadership to Project Assistants and Community Mobilisers in implementing Covid 19 Vaccine Acceptance and Uptake programming. The position is accountable for program implementation that meets minimum technical standards, and for the delivery of key ECHO Single Form performance indicators.
MAJOR RESPONSIBILITIES
Technical Leadership
Assist in development of overall project work plan integrating with DRR, EiE and Advocacy to include regular face-to-face support of field staff
- Assist in development of Covid 19 Vaccine acceptance and uptake technical approaches and guidance
- Assist with ongoing improvements to Covid 19 Acceptance and uptake design to ensure it remains relevant to context, incorporates innovation, by providing field-level information
- Remain up to date with public health research, policy, guidance and initiatives and ensure dissemination to field staff
- Work with line WV staff and partners to guide technical interpretation of technical models
- Take leadership, support and guide field staff in implementation of project programming, responding and finding solutions to health programming issues

Covid 19 Vaccine Acceptance and uptake Technical Approach and programming guidelines communicated to field staff.
Field staff have the support to implement programming effectively
Capacity Development
Provide capacity building of field staff, including provision of technical resources and linkage to partners and stakeholders
- Ensure quality monitoring of all health capacity building events
End results expected
Field staff have the capacity to perform their functions and represent WV accordingly with stakeholders
The quality of capacity building is commensurate to the investment
Learning and Evidence Base Development, Dissemination and Knowledge Management
- Assist research in the field as part of research team, field preparation, field supervision
- Identify best/promising practices and success stories for documentation and dissemination
- May develop conference abstracts and/or publications based on learnings and best practice
End results expected
Learnings from the field inform national-level approach, programming guidelines and future funding opportunities
Resource Mobilization
- Initiate or contribute to funding concepts to ensure incorporation of WV’s institutional learning and field level experiences

Proposals submitted are technically sound and reflect the realities of field-level, community work
Quality Assurance
- Assist field staff to write, and ensure timely submission of monthly/quarterly/ annual project activity reports and any grant-specific reports
- Ensure program alignment with TA/TP and meets minimum standards
- Technical support with DME team in designing, redesigning and elaborating log frames for Covid 19 Acceptance and uptake programming

ECHO program implementation meets minimum technical standards
Covid 19 Vaccine Acceptance Advocacy
- Provide technical input into policy briefs: consulted for local specific context
- Obtain evidence from health programs and data from CVA to inform policy at sub national and national level
- Ensure CVA for Covid 19 scaled up to a critical mass across the implementation area

WV and ECHO project Covid 19 Vaccine Acceptance advocacy agenda informed by field-level evidence
Networking, Partnering, and External Representation
- Establish and maintain liaison with National and sub-national health agencies, institutions and other partners
- Establish partnerships with National and sub-national health agencies, institutions and other partners

WV influence on the Covid 19 Acceptance and uptake agenda to external partner is strengthened throughout the country
Disaster Preparedness/HEA/Disaster Management
- Maintain situational awareness of actual and potential hazards at local level and bring to attention of Project staff and management
- Guide community hazard vulnerability analysis in area of Covid 19 Vaccine Acceptance and uptake Solve problems under emergency conditions

- Integrate Covid 19 vaccine acceptance to the overall DRR project and influence health agenda within DRR
Minimum education, training and experience requirements to qualify for the position:
Diploma in Nursing, Nutrition, Environmental health or related field. Computer literate in Word, Excel, PowerPoint Working knowledge of the health sector may be added advantage.
Preferred Skills, Knowledge and Experience
Theory of change and logical framework development Database management, statistical skills and ability to critically evaluate data
Professional experience in training/capacity building Multi-sectoral/integrated program design and implementation
Work Environment
Work environment 60% field based and 40% office based
Representing WV in national and district coordination meetings
Any other duties as maybe necessary for the project
