Post Title: Project Gender Mainstreaming Officer

Duration: 24 months

Background

The Ministry of Environment and Forestry, through the Department of Environment, is implementing the Global Environment Facility (GEF) funded project on Natural Capital Accounting (NCA) titled: “Integration of Natural Capital Accounting into Lesotho’s Policy and Decision-Making for Sustainable Development.” This project aims to integrate NCA into national planning, focusing on land and water accounts to support sustainable resource management. Recognizing that gender dynamics influence environmental management, resource access, and decision-making, the project seeks a Gender Mainstreaming Officer to ensure that gender considerations are fully integrated into all aspects of NCA implementation. The Gender Mainstreaming Officer will ensure that women, youth, marginalized, and vulnerable groups are equitably represented in NCA activities and that gender-sensitive approaches are incorporated into policy recommendations, data collection, and capacity-building efforts.

Job Description

The Gender Mainstreaming Officer will provide valuable insights and expertise to ensure that the natural capital accounting (NCA) project considers and addresses gender-related issues effectively. He/she will report to the Project Coordinator and will work closely with staff from the Department of Environment, project partners, and stakeholders to support day-to-day operations of the Ministry of Environment and Forestry.

Duties will include:

  1. Ensure gender mainstreaming by integrating gender perspectives into all components of the NCA project through the implementation of the Gender Action Plan.
  2. Support the NCA project by ensuring that data collection, analysis, and reporting reflect gender considerations.
  3. Analyze how the activities embedded in the project affect different genders, considering factors such as access, control over natural resources, and decision-making powers.
  4. Ensure that all genders have equal opportunities to participate in the project’s activities and decision-making processes.
  5. Address gender-specific needs through identification and analysis of the specific needs and priorities of different genders related to natural resources and their management.
  6. Contribute to the development of a gender indicators framework that captures gender-related aspects of natural capital and its use to ease monitoring and evaluation of the project’s impacts on gender equality.
  7. Work closely with the Department of Gender to capacitate project staff, implementing partners, and stakeholders by providing training and guidance on gender-related issues and how to integrate them into their work.
  8. Promote and develop gender-responsive policies and recommendations that promote gender equality in natural resource management.
  9. Work closely with the M&E Specialist to facilitate periodic reviews of key performance indicators and suggest adjustments, as well as to support the planning, design, and coordination of mid-term reviews and evaluations.
  10. Perform any other duty assigned by the project coordinator and related to the area of expertise to fulfill the objective of the project.

Job Specifications

  • Masters Degree in Social Sciences or Social Work or Sociology with a specialization in gender.
    • A minimum of 5 years of practical experience in the field of gender equality, Social Inclusion, and gender mainstreaming
  • OR
    • Degree in Social Sciences or Social Work or Sociology with a specialization in gender.
    • A minimum of 7 years of practical experience in the field of gender equality, Social Inclusion, and gender mainstreaming.

Remarks

  1. Formal training in gender mainstreaming in projects and programmes, especially in the specific area of intervention.
  2. Thorough understanding of the gender context in Lesotho and experience working with government institutions supporting gender and development work in the specific area of intervention.
  3. Familiarity with gender analysis tools and methodologies in the specific area of intervention.

Skills:

  • Ability to write well-developed presentation, analytical, and technical reports.
  • Ability to communicate effectively (Fluency in both spoken and written English and Sesotho).
  • Ability to interact and be strategic.
  • Honesty and strong moral principles.
  • In-depth knowledge of social issues such as poverty, inequality, discrimination, and marginalisation.
  • Ability to engage with diverse communities and various stakeholders to understand their needs, perspectives, and priorities.
