Wool and Mohair Value Chain Competitiveness Project


The Government of the Kingdom of Lesotho through the Ministry of Agriculture, Food Security and Nutrition (MAFSN) has just started implementation of the Wool and Mohair Value Chain Competitiveness Project (WaMCoP), which is a 7 years project that covers the 10 districts of Lesotho. The project is financed by the Government of Lesotho, International Fund for Agricultural Development (IFAD), OPEC Fund for International Development, Global Environment Facility and beneficiary’s contributions. The projects overall goal is to increase the economic and climate resilience of wool and mohair value chain stakeholders, with emphasis on wool and mohair farmers’ livelihoods, including women and youth. The MAFSN has established the key positions of the project coordination unit and would like to make a call to the relevant professionals for the following additional positions:

Reports to: Monitoring and Evaluation Manager
Duty Station: District
Number of positions: Five (5)


Job Summary:
The Project Field Officer (PFO) will technically work under the guidance and leadership of Monitoring and Evaluation Manager and also report administratively to the District Agricultural Officer (DAO.) The incumbent will be responsible for coordination, monitoring and evaluation of the project activities at district level, working closely with DAO staff; be involved in preparation and management of district project budget and effective utilisation of project resources.


Main Duties and Responsibilities
Coordination of activities

  • Participates and contributes at the District Project Coordination Committee (DPCC) and District consultative meetings;
  • Oversees smooth implementation of the project activities at district level guided by Project Implementing Manual (PIM) and the Annual Workplan and Budget (AWPB).
  • Provides effective leadership to the Field (District) Implementation Technical Team (FIT);
  • Implements the decisions of the PCU & DPCC which are aligned with the Project objectives;
  • Facilitates meetings of DPCC and FIT;
  • Ensures that the Project activities comply with IFAD gender mainstreaming guidelines;
  • Ensures that there is accurate knowledge management at district level about project activities;
  • Represent the project at relevant functions and meetings;
  • Performs any other duty relevant to the project as may be assigned by the PC or his/her designated representative;
    Monitoring and Evaluation
  • Coordinates, monitors and report on the WaMCoP activities related to sub components;
  • Coordinates and compiles district plan and reports, ensuring that all partners at district level contribute to the compilation of these plans and reports;
  • Liaises with the WaMCoP PCU Monitoring and Evaluation (M & E) Officer on the implementation of the M & E plan at district level, as well as the preparation of monthly, quarterly and annual reports
  • Liaise with Finance Office on feedback of district transactions
  • Draw requisitions for the planned district activitiesLiaises with the PCU on any other issues
  • that need to be addressed as per the AWP&B
  • Preparation and Management of AWPB and implementation
  • Coordinates and compiles district AWPB
  • Ensures that procurement is according to Government of Lesotho and IFADguidelines
  • Effective utilization of resources
  • Work with Project Administrator Officer to compile vehicle usage reports of the district on monthly, quarterly and annual basis;
  • Prepare and implement monthly district vehicle utilisation plans, and allocate it accordingly with related ministries
  • Liaise with Project Administration Officer on the management of project assets

Required Qualification and Experience

  • Degree in Animal Science/Agricultural Management/Agricultural Economics from a recognised university.
  • 2 years’ work experience as a Project Field Officer, or similar role

Skills and Competencies

  • Proven management skills that illustrate a good understanding of participatory approaches to activity–based planning, budgeting and accounting;
  • Have 5 years working experience, 3 of which must be at middle management level;
  • Have clear understanding of government policies and operations;
  • Be computer literate and be able to use basic software (Excel, Word and Power Point)
  • Be conversant with appropriate technologies used in the various project components;
  • Be able to work in a multi-sectoral and multi-disciplinary professional setup
  • Be able to communicate fluently in Sesotho and English

Mode and Duration of Contract
The duration of the assignment will be three years, renewable depending on satisfactory performance.
