Purpose of the position:

To provide overall management of the “Improving career prospects for young people in Limpopo, South Africa, by promoting vocational qualifications, soft skills and entrepreneurial skills.” project ensuring that it is implemented within time, scope and budget; and that it creates the desired impact. To effectively oversee the implementation of the activities in the target area, GaSekororo in Limpopo province, ensuring that the project achieves its goals and objectives with compliance to World Vision and Donor standards.

Main responsibilities will include:

Planning, Project Implementation and Management
Oversee the implementation of planned activities to ensure targets are achieved by ensuring that project activities are carried out in a timely manner per donor approved work plan, and that the project achieves results in line with its annual approved work plan and annual targets in each area.
Coordinate and manage project staff to effectively carry out their tasks as outlined in the project document and hold periodic meetings as scheduled
Ensure each staff has a clear weekly work-plan and that necessary resources are available for them to implement their responsibilities
Leadership and Management
Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.
Lead annual planning to ensure that plans are made to meet the targets set out in the project design and budget
Facilitate a working environment of mutual trust, respect, and care among all staff. Encourage effective teamwork, with staff members supporting each other.
Provide leadership and coordination with government departments, local businesses, Forums and community based organisations
Establish partnerships with stakeholders that are critical to the project deliverables
Conduct monthly staff meetings to ensure issues are raised and addressed and to encourage reflection on project progress and learning for improvement
Direct oversight of Youth Hub facilities and activities
Manage project budget and allocate project resources in line with scope of the project
To enforce stewardship and accountability by ensuring that resources are efficiently and effectively utilized within the project for the intended purpose
Monitoring , Evaluation and Reporting
Establish and maintain effective project reporting, evaluation, and communication systems in collaboration with the M&E Manager as well as the Marketing & Communications Lead.
To co-ordinate and prepare for the submission of periodic quality and timely project reports (monthly, quarterly, semi–annual and annual), including narratives and financial reports
Conduct monitoring visits to project areas to assess progress against targets and to provide coaching and direction to activities in areas where improvements are needed
Act as the initial trouble-shooter when difficulties in implementation are identified; meet with necessary project participants, listen to challenges and actively identify solutions such that projects can continue as needed. Take corrective action when staff are failing to achieve targets
Monitor local context and report on how changes in context may affect programme activities including changes in the security environment
Internal and External Relations & others
Represent the Youth Hub Project internally to other WV departments and externally to local government and the donor to ensure positive relationships are built. Strengthen communication and relationship with current donors and prospective donors.
Closely collaborate and network with the government departments such as Cooperative Governance and Traditional Affairs, Education, Agriculture, and other stakeholders, in order to ensure transition and sustainability of the program, continued partnership and sharing best practices in various fields
Co-ordinate with other NGOs, CBOs or similar organizations in the area to ensure complementarity of approaches and host visits from local government and donors as required.

Attend and lead weekly devotions
Skills Competencies/Attributes:
Working knowledge of the WVI Partnership is an advantage, along with the ability to interface sensitively with people from various departments in both field and support offices. Exemplary Christian character, interpersonal relationship skills and willingness to learn
Written and oral fluency in English is a requirement. Proficiency in two other official languages will be an advantage.
Proactive approach, good organisation and time management skills, and ability to prioritise and manage workload
Strong budgeting and financial management skills
Leadership and teamwork capabilities that include coaching and motivating staff to high level of performance, & engaging in effective cross cultural & cross functional working to achieve shared goals in the absence of direct line management authority
Experienced networker with strong negotiation skills and an ability to maintain a good up to date knowledge of the grant opportunities and trends in WV South Africa´s priority sectors.
Qualifications:  Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Educational level required:
Bachelor’s Degree in Social Sciences, Business Management or related fields.
Qualification in project management or equivalent will also be an added advantage
Knowledge/Technical Skills:
Knowledge of project management techniques and tools
Ability to work with strategic partners outside World Vision and all other internal and external stakeholders
Experience:
At least 5 years of experience with local economic development or youth focused projects in Africa, preferably in South Africa.
At least 5 years of experience in managing large multi complex projects required. Experience in managing inter-agency consortiums preferred.
Experience in managing or working on BMZ-funded projects is strongly preferred
Work environment:  Limpopo – GaSekororo Office-based with travel of up to 20 % to Randburg, Gauteng. International travel may also be required
