PATH is seeking a qualified Project Director to lead the anticipated Lesotho Millennium Development Authority (LMDA)-funded Health Systems Strengthening, Primary Health Care, and Counter Gender-Based Violence (HSS/PHC/cGBV) Support Activity. The program is expected to achieve improved health outcomes by strengthening the Lesotho primary health care system through, 1) improving the quality and availability of essential primary health services; 2) improved management capacity of DHMTs to plan and deliver PHC services; and 3) and improved services through better data use for decision making at the DHMT level.

The Project Director (PD) will provide oversight and advice on all aspects of program performance. The PD will provide leadership across the five years, supporting program planning and development, and ensuring the availability of resources. The PD will serve as a primary means of collaboration with the MCA and will liaise with project staff for the other HSS Project contractors. The PD will also aid in the production of quarterly and annual work plans and payment schedules while guaranteeing the timely submission and quality of all reports, materials, publications and other deliverables or products. Finally, the PD will mentor and support project staff and supervise consultants. This position is based in Lesotho.

Responsibilities:

  • Provide overall leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project.
  • Manage effective and efficient use of project resources to achieve the desired results of the project, monitoring the workplans and budgets/finances in accordance with MCC/LMDA policies and procedures.
  • Serve as the liaison with the Government of Lesotho, MCC/LMDA and US Government representatives, partners, civil society organizations, and other donor and development agencies.
  • Provides strategic visioning to guide the development of technical and programmatic activities and project work planning.
  • Ensure timely and accurate financial and programmatic reporting to MCC/LMDA as required, aligned with project objectives and in compliance with relevant SOPs and policies.
  • Plan, direct, and coordinate activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Establish and maintain relationships with internal and external stakeholders, including relevant Government of Lesotho counterparts, public, private, and implementing partner organizations, on project matters.
  • Manage consortium of partners to ensure seamless internal coordination, collaboration, and knowledge sharing

Required Experience

  • Clinical degree, and/or a master’s degree in public health or health management, health policy, or financing
  • Minimum of 10 years of experience in international health programming, senior-level management and experience leading large projects, preferably in Lesotho and/or Southern Africa
  • Demonstrated expertise to work collaboratively and influence governments, donors, and other implementers
  • Proven experience leading and managing multi-disciplinary teams and strong communication and capacity building skills
  • Strong verbal and written skills in the English language
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects
  • Demonstrated proficiency in the use of Microsoft Office Suite

Desired Experience:

  • Understanding or experience working on MCC-funded projects; previous experience leading (or managing) USG contracts
  • Familiarity with the health system in Lesotho
  • Experience using human-centered practices and an agile mindset
  • Experience working in sub-Saharan Africa
  • Experience in mentoring technical and non-technical staff
  • Understanding of international public health, particularly in the areas of HSS, PHC, and/or GBV
