Overview:

The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free paediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, or other child health conditions.

Comprehensive High Impact Community Based HIV Prevention, Testing and Treatment Initiation for Sustained Epidemic Control in Lesotho under the President’s Emergency Plan for AIDS Relief (CoHip SEC) is a five-year CDC funded activity that is implemented by BCMCFL to provide comprehensive and evidence-based community HIV prevention and testing (integrated programming of DREAMS core package of interventions) for adolescent girls and young women (AGYW) and their sexual partners. The project is implemented in Maseru, Mafeteng, Mohale’s Hoek and Berea Districts.

BCMCFL is looking for qualified candidates to fill the following position available on a full-time, Fixed-Term Contract basis.

Duties and Responsibilities

Position Overview:

The Project Director will report directly to the Executive Director and will have overall oversight and responsibility for all aspects of the project, including administration, program management, performance monitoring, budgeting, financial management, and technical implementation. S/He will supervise project implementation and serve as the principal institutional liaison to CDC; s/he is expected to take a leadership role in coordination among key stakeholders, other project implementing partners and collaborating partner organizations, and must have transparent communication with CDC’s Contracting Officer’s Representative.

The Project Director will provide operational, financial and management leadership to the project, and ensure that the project complies with all donor requirements and regulations, including submission of deliverables as required. S/he will be responsible for ensuring the program achieves its targets within the allocated budget and timeframe as well as be responsible for submission of the project progress/performance reports. The Project Director will supervise, manage, coach and mentor all project senior leadership staff, including technical staff members, improving their capacity to succeed in their positions. 

Responsibilities include, but are not limited to the following:

  • Provide strategic and management leadership (programmatic, financial, and administrative) for the project, ensuring full alignment with PEPFAR/CDC requirements and standards;
  • Provide overall leadership and ensure quality implementation of the project, ensuring the achievement of all project deliverables and targets in a timely manner;
  • Ensure timely and high-quality completion of all programs, technical, and financial deliverables, and reports in accordance with PEPFAR/CDC guidelines;
  • Represent BCMCFL and build and maintain productive relationships with PEPFAR/CDC, Lesotho Government counterparts, other stakeholders and project implementing partners;
  • Demonstrate good understanding of Lesotho health systems;
  • Provide vision, overall leadership, and guidance to the project staff;
  • Orient new senior project employees, monitor progress and formally evaluate their performance;
  • Identify obstacles and risks related to implementation in a timely manner and implement strategies to overcome them;
  • Lead development of project strategy as necessary;
  • Supervise and oversee the work of project staff, implementing partners and sub-partners;
  • Work in collaboration with finance, operations, and technical teams to oversee the planning, submission, and monitoring of annual project budgets and workplans;
  • Uphold the standards of BCMCFL to lead a high performing team, ensuring strict compliance to PEPFAR/CDC and BCMCFL policies, regulations, and internal controls.
  • Perform any other duties as may be directed by the administration.

Educational Qualifications, Work Experience and Key Competencies

  • Post graduate degree in Project Management, Operations Management or Health Administration, Social Sciences or Public Health, or related field.
  • Minimum 5 years’ experience with progressively increasing responsibility designing, implementing, managing and leading projects of similar size, scope and budget, involving multiple partners and stakeholders
  • Demonstrated knowledge of rules and regulations specific to PEPFAR-funded projects
  • Demonstrated knowledge and experience with PEPFAR programming in Lesotho in terms of regulations, compliance, and reporting requirements.
  • Familiarity with Lesotho’s institutional, policy and programming context for HIV, especially amongst AGYW
  • Demonstrated experience and knowledge in establishing projects systems and overseeing project start-up and close-out
  • Demonstrated strategic planning, staff development and capacity building experience
  • Strong interpersonal, written, and oral communications and presentations skills in English required
  • Demonstrated ability to establish and maintain productive working relationships with a wide network of partners and stakeholders, including project staff, donors, collaborating and sub-partner organizations, and government Ministries
