Overview

The Project Director (PD) will provide overall vision, leadership and programmatic and managerial oversight for an anticipated Millennium Challenge Corporation (MCC) project on Health Systems Strengthening, Primary Health Care, and Counter Gender-Based Violence (HSS/PHC/cGBV) Support in Lesotho.  The PD will provide leadership across the five years of the project, supporting program planning and development, and ensuring the availability of resources. The PD will serve as a primary means of collaboration with the Millennium Challenge Account (MCA) and will liaise with project staff for the other HSS Project contractors. The PD will also aid in the production of quarterly and annual work plans and payment schedules while guaranteeing the timely submission and quality of all reports, materials, publications and other deliverables or products. Finally, the PD will mentor and support project staff and supervise consultants. This position is based in Lesotho and is contingent upon award from MCC. Lesotho nationals are encouraged to apply.

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained project goals, objectives and targets 
  • Ensure high-quality program implementation that is consistent with Lesotho’s national health guidelines, protocols and standards.
  • Develop and maintain strong working relationships and alliances with MCA and other HSS Project Contractors to maximize resources, coordinate activities and avoid duplication of effort. 
  • Represent Jhpiego’s interests and present progress, achievements and lessons learned to key stakeholders in public and professional circles through meetings, conferences, and presentations.
  • Work with finance and project staff to develop and track project budgets and provide oversight on core funding agreements. 
  • Facilitate the development of innovative project approaches and interventions. 
  • Provide project leadership and strategic direction to ensure the project’s technical and financial integrity are guaranteed and to achieve project and donor goals, objectives and targets. 
  • Work collaboratively with other project team members to ensure necessary planning, development, resource availability and management activities function smoothly and efficiently. 
  • Lead the annual work planning and continuing application process, and other work planning efforts, in close collaboration with MCA and project partners, and ensure effective resource planning and be responsible for the overall management of the project budget.
  • Collaborate with the other project team members to oversee program activities, ensure timely implementation and timely, accurate reporting to donors, Ministry of Health and others as necessary. 
  • Supervise and manage a team of highly qualified technical and non-technical staff and align their efforts to ensure rapid and sustainable results. 
  • Provide updates on the progress made, direction, approaches and successes of the program to donor, MOH and partners and internally within Jhpiego. 
  • Work with M&E staff to develop M&E frameworks and effectively track data/results. 
  • Ensure compliance with MCA operational policies and regulations. 

Required Qualifications

  • A clinical degree, and/or a Master’s degree in public health or health management, health policy or financing
  • Minimum of 10 years of experience in international health programming, senior-level management and experience leading large donor-funded projects
  • Demonstrated expertise to work collaboratively and influence governments, donors, and other implementers.
  • Proven experience leading teams and strong communication and capacity building skills
  • Strong verbal and written skills in the English language
  • Ability to work in a complex environment charged with multiple tasks, short deadlines and intense pressure to perform.  
  • Proven leadership skills and expertise in strategic program planning, implementation and management. 
  • Solid understanding of Lesotho’s health system. 
  • Ability to communicate effectively, instilling trust and confidence. 
  • Excellent interpersonal and written and oral presentation skills. 
  • A team player accustomed to building team capacity, delegating working teams and developing communities of learning among host-country partners and counterparts. 
  • Ability to travel unrestricted within Lesotho and internationally.
