Background

Pact Lesotho is the Global Fund Principal Recipient under the project name Stepping Up Universal Access: A multi-sectorial Partnership Response to HIV Prevention at the Community Level. The aim of the project is to support the implementation of the Lesotho National HIV and TB Strategic Plans by targeting the vulnerable groups and key populations with Behavior Change Communications interventions while strengthening the community response and civil society organizations. The is ending on September 30, 2021. Pact Lesotho seeks to recruit for the below positions on a short-term contract for effective coordination of Close-out of the project (until September 2021).

POSITION TITLE

Project Director

JOB SUMMARY

The Project Director will provide short term (until September 30, 2021) leadership, program management and operational oversight for the implementation and closeout of the program.

The Project Director will serve as the primary liaison with Global fund, partners, and relevant stakeholders. The Project Director will have primary responsibility in achieving the project’s objectives, managing relationships with partners, meeting all contractual requirements on time and within budget, and leading a successful program closeout in coordination with other Pact teams.

Key Responsibilities: Program Delivery and Leadership

Oversee the management and leadership to the project to achieve expected project objectives and results within budget and timeframe.

Serve as the primary liaison with Global Fund portfolio manager and partners.

Responsible for the submission of high-quality program reports and/or deliverables.

Ensure close coordination and management of local partners Oversee all administrative, operational, and financial functions to support the program.

Provide quality checks for tracking issues, and brainstorming solutions

Program Closeout Collaborate with Project Operation to create and manage close out work plan to include programmatic, operational, financial, and HR obligations in compliance with donor requirements and Lesotho labor laws.

Manage and lead the closeout of the Global Fund project, including the submission of contractual deliverables and maintaining external communications.

Oversee the development and/or implementation of the closeout budget and workplan.

Oversee the closeout plans of all local partners and ensuring that all deliverables are met.

Coordinate and facilitate the project learning activities. Ensure the existence of documentation of all program, financial, HR and administrative aspects of the project.

Ensure closeout coordination with other Pact Departments in Washington, DC. Other duties as assigned

Deliverables:

Finalize and submit deliverables such as PUDRs, final report, etc. to the donor.

Develop and implement the project closeout workplan and budget.

Maintain an update closeout workplan through regular closeout calls.

Oversee the development and tracking of the financial pipeline.

Ensure the completion and implementation of partner closeout plans and budget

REQUIRED QUALIFICATIONS

Bachelor’s degree in public health, international development, or related field with 12 or more years of relevant experience, or

Master’s degree in public health, international development, or related field with 8 or more years of relevant experience, At least 8 years of senior-level experience as a Country Director, Deputy Country Director.

At least 8 years’ experience working in an international development environment.

EXPERIENCE

Experience implementing HIV/AIDS and/or TB projects.

Experience developing and managing budgets greater than $12M.Experience in overseeing project closeouts. Experience in and knowledge of international development donor compliance policies, procedures, and regulations, Proven record of project management, leadership, change/transformation management, and technical skills.

Ability to develop and maintain strong relationships with government and civil society partners.

Previous senior-level management experience working on Global Fund projects is a plus.

Experience in and knowledge of using an integrated approach to international development, a plus.

Experience managing implementing partners, a plus.

Experience working in multi-donor environments, a plus.
