TERMS OF REFERENCE FOR EMPLOYMENT OF PROJECT COORDINATOR OF THE TRANSPORT INFRASTRUCTURE AND CONNECTIVITY PROJECT (TICP)

Ministry of Public Works and Transport (MoPWT) is implementing the Transport Infrastructure and Connectivity Project (TICP) on behalf of the Government of Lesotho through the financing of the International Development Association (IDA) of the World Bank Group. The MoPWT invites application from suitably qualified and interested candidates to apply for the position of dedicated Project Coordinator within the TICP Project Implementation Unit (PIU).

Background

The TICP –  Project Development Objectives are to (a) improve access to social services and markets in targeted rural areas of Lesotho, (b) strengthen road safety management capacity, and (c) improve the Recipient’s capacity to respond promptly and effectively to an Eligible Crisis or Emergency. These objectives will be achieved through the following four specific components:

  1. Improving infrastructure access;
  2. Improving road safety; –
  3. Institutional strengthening support to the transport sector; and
  4. Contingency Emergency Response Component.

Overall Purpose of the Project Coordinator

The Project Coordinator shall be responsible to the Principal Secretary of the Ministry of Public Works and Transport, works directly with the Director Planning Unit, the Director General of the Roads Directorate, the Director of the Road Safety Department, the Traffic Commissioner of the Department of Traffic and Transport, and key stakeholders and management of the MoPWT for the following overall purposes:

  1. Management of all TICP office administrative, financial and technical activities;
  2. Coordination, planning and monitoring of the implementation of TICP activities;
  3. Management of the TICP Project office and ensuring that performance appraisal forms for all TICP staff are filled and staff performance is monitored;
  4. To ensure that all completed studies under TICP are adopted as working documents for the Government.

Responsibilities of the Project Coordinator

The responsibilities of the Project Coordinator in achieving the above overall purpose shall include the following:

  1. Ensure that the procurement of various sub components of the TICP are undertaken as planned and in accordance with the requirements of World Bank Procurement Regulations;
  2. Prepare annual work plan and budget for the project;
  3. Attend to all contractual and other correspondences in the course of the project implementation;
  4. Ensure that payments to the works done, goods supplied and services provided are made timely and commensurate with the actuals;
  5. Compile monthly and Bi-Annual project progress reports to inform the Government and the World Bank Team of Plans, Progress, issues that may arise and proposed solutions thereto, related to the project;
  6. Ensure that all the required reports of the projects are prepared accurately and timely, and are acceptable by the bank;
  7. Facilitate the work of visiting mission during preparation and implementation, including preparation of brief reports, mission programming and scheduling minutes for the meeting and coordination with other partners regarding mission;
  8. Ensure that all documents required for the project implementation are available at all times for use by the responsible parties;
  9. Ensure that substantial completion of the works and final completion of the works are done in accordance with the contract requirements;
  10. Arrange and organize meetings of the project steering committee, technical working groups and technical review committees of various sub-components of the TICP;
  11. Support the MoPWT, Planning Unit, Roads Directorate, Road Safety Department, Department of Traffic and Transport on the technical implementation, procurement, project and contract management of the TICP activities;
  12. Any other duties that may be assigned from time to time

Reporting

The Project Coordinator shall be responsible for compiling Quarterly Reports on TICP to inform Government, and IDA of plans, progress, problems and proposed solutions thereto, relating to the Project

The Project Coordinator shall be responsible for the compiling of the Final Report at the end of the Project (Borrower Implementation Completion Report).

The Project Coordinator shall also be responsible for compiling special reports relating to specific issues, if such reports are deemed necessary for the smooth operation of the Project.

Duration of Services

The duration of the assignment shall be two (2) years renewable on successful performance until the end of the Project

Qualification and Experience

Candidates for the post will be expected to have at least the following qualifications and experience:

  • A Bachelor’s degree in any of the following fields: Economics, Business Administration, Engineering, Project Management, or similar related discipline;
  • Master’s degree on any of the above will be an added advantage;
  • Professional registration and accreditation will be an added advantage
  • Eight (8) years post graduate experience, of which five (5) years in Lesotho;
  • A minimum of five (5) years’ experience in project management, of which experience with World Bank Projects will be an advantage.
  • Proven skills in leadership, stakeholder management, communication, facilitation, presentation and staff management and team building;
  • Demonstrated capability to take initiative, to be self-motivated and work without direct supervision and or direction;
  • Good writing, reporting and analytical skills are essential.
  • Computer literacy, at least in the basic use of e-mail and basic software.
  • Fluency in written and spoken English and Sesotho languages.

Submission and deadline:

Interested candidates shall submit their application letters, certified qualification certificates and transcripts, Curriculum vitae with contact details of two referees to the Principal Secretary, Ministry of Public Works and Transport, P.O. The application shall be submitted to the office of the TICP – Human Recourses Office, Former Ministry of Public Works and Transport offices, Planning Unit, First Floor, Room 16, Moshoeshoe Road and Industrial Area Maseru.
