The Orange-Senqu River Commission (ORASECOM) (the Recipient) has received financing grant from its State Parties towards the cost of the Preparation of the Lesotho-Botswana Water Transfer Project (L-BWT) and intends to apply part of the agreed amount to payments under the contracts for management staff positions of the Project Management Office (PMO) of the L-BWT. The PMO will be based in Maseru, Lesotho.  

VACANCIES  

ORASECOM is looking for a suitable candidate for the following position: –   

1. PROJECT COORDINATOR    

Responsibility: 

Ensure a timely, efficient and effective implementation of the Lesotho-Botswana Water Transfer Project (L-BWT)  Project’s Studies and other related activities through: – provision of project coordination & support services to the Project Implementation Unit (PIU) which is based at the ORASECOM Secretariat, in Centurion, South Africa; being fully responsible for the day-to-day management of the activities of the PMO; overseeing the work of the PMO staff; i.e. the Communications and Knowledge Management Specialist, the Finance and Administration Officer and a Driver; Preparing work plans and budgets in liaison with the Project Implementation Unit (PIU) and monitoring budget utilization; supporting the Project’s Studies and other related activities; overseeing, with the support of the Communications and Knowledge Management Specialist (CKMS), identification and delivery of the project communication & promotion needs, as well as development and implementation of relevant action plans and guidelines; and supporting and contributing to the preparation of the project’s quarterly and annual reports, including updating of the project monitoring framework.   

Requirements: 

(i) At least a bachelor’s degree in Civil Engineering or any Other Relevant Field; 

(ii) At least 10 years’ experience related to transboundary river basin planning and feasibility studies, including multipurpose water resources project preparation for large transboundary water abstraction infrastructure projects with components of large dam and water conveyancing;

(iii) At least 5 years of professional experience in leadership and management of multidisciplinary teams in large transboundary water abstraction infrastructure feasibility projects;

(iv) Strong facilitation skills, consensus building, and a proven track-record in stakeholder coordination;

(v) Working as part of a multi-disciplinary team;

(vi) Effective communication in the English language including proven track record in recording of meeting records, demonstrable passion in water resources management and development, as well as excellent and proven networking abilities;

(vii) Ability to contribute to mobilisation of funding for large transboundary river basin planning and feasibility studies, as well as related initiatives;

(viii) Experience in technical and funding proposal/programme formulation and development;

(ix) Demonstrated experience working with projects funded by development agencies and Government agencies; and

(x) Familiarity with water, climate change resilience and modelling in the Orange-Senqu River Basin and the SADC Region.  

FOR EACH POSITION  

A. Term: One-year contract, renewable based on performance and possibility of extension of the project (tentatively estimated to cover the period February 2021 to March 2022).  

B. Payment: A cost-to-the-company monthly remuneration will be negotiated with the successful candidate based on budget and experience.   

C. Duty Station: The position will be based at the PMO office, to be established in Maseru, Lesotho. The ORASECOM Secretariat will help with obtaining of a work permit for a successful candidate, if required. The successful candidate will therefore be required to reside in Maseru at his or her own cost.
