BACKGROUND

African countries are rapidly industrializing in the agro-industry, boosted by trade incentives like duty-free access to the U.S. under the African Growth Opportunity Act (AGOA). However, to fully benefit from AGOA, they must minimize environmental impacts, particularly in textile supply chains where global initiatives target hazardous chemicals.

Many African textile industries use harmful Persistent Organic Pollutants (POPs) without proper waste management, leading to emissions harmful to health and the environment. To address this, Lesotho is implementing a UNIDO/GEF project promoting Circular Economy in textiles. This initiative manages POPs and waste sustainably, emphasizing reuse, recycling, and re-manufacturing to enhance economic competitiveness, meet international standards, and address environmental concerns. Aligned with the Stockholm Convention, the project also contributes to reducing greenhouse gas emissions, responding to the Global Environment Facility’s call for a circular economy and public-private partnerships.

Therefore, the Ministry is seeking to engage a project assistant, who will ensure effective implementation of the project.

 Job description

The incumbent shall be responsible to the Senior Environment Officer – Pollution Control. The successful candidate must have a minimum of five (5) years of proven skills and experience in pollution and waste matters as well as an understanding of the following concepts; Circular Economy (CE), Resource Efficiency and Cleaner Production (RECP) and Best Available Technologies and Best Environmental Practices (BAT/BEP). He/She should also be familiar with

National Environment Policy of 1998, Environmental Act 2008 and chemicals and waste related conventions.

Duties will include:

  • Develop project annual workplans and procurement plans as per the project document and its annexes.
  • Develop a project monitoring and evaluation plan to ensure project deliverables are achieved.
  • Organise project meetings as and when required.
  • Liaise with Procurement on all services required, including engagement of suitable consultants and suppliers.
  • Review Consultants work and provide input.
  • Execute, monitor and report progress on implementation of the Project including its Environment Social Monitoring Plan, Gender Mainstreaming Action Plan and the Stakeholder Engagement Plan.
  • Provide administrative support to the Project Implementation Committee (PIC).
  • Provide inputs into the organization of regional activities in consultation and in cooperation with the Regional Executing Entity.
  • Prepare Quarterly reports on progress against the approved work plan as well as Annual progress report on both substantial and financial information, including annual audit observations.
  • Establish a project information management system with project indicators, baselines and system for quarterly compilation of results.
  • Provide a report on risk mitigation measures (with due attention to the results of HACT Micro-Assessment) undertaken in the first year of Project implementation, as well as to review the Project risk matrix and mitigation measures for the next year.
  • Provide input to the Annual GEF Project Implementation Report (PIR).
  • Perform any other duties related to the effective implementation of the Project.

JOB SPECIFICATION

  • A University degree in Environmental Science, Environmental Engineering or an environmentally related discipline with a minimum of five years working experience in the related field.

OR

  • A Diploma in Environmental Health or Environmental Engineering plus ten years of working experience in the environmental field.
  • A certificate in Project Management will be an added advantage.

REMARKS

  • The incumbent should have self-initiative and be prepared to work with minimum supervision.
  • Personal presentation is very important as he/she will meet different groups of people/ personalities.
  • Ability to analyse pollution related problems and recommend innovatively, correct remedial
  • Sound written and verbal communication skills.
  • Ability to work under pressure and negotiate
  • Computer literate.

CONTRACTUAL TERMS

The engagement is a 4 year performance based contract.
