Background
The Government of the Kingdom of Lesotho through the Ministry of Agriculture, Food Security and Nutrition (MAFSN) has begun implementation of the Wool and Mohair Value Chain Competitiveness Project (WaMCoP), a seven-year project covering all ten districts of Lesotho.
The project is financed by the Government of Lesotho, International Fund for Agricultural Development (IFAD), OPEC Fund for International Development, the Global Environment Facility, and beneficiary contributions.
The overall goal of WaMCoP is to increase the economic and climate resilience of wool and mohair value chain stakeholders — with a focus on improving the livelihoods of farmers, including women and youth.
The Ministry has established the key positions of the Project Coordination Unit (PCU) and now seeks to recruit a Project Architect to support the project’s infrastructure implementation.
Summary of Assignment
The Project Architect will report directly to the Project Coordinator, in consultation with the Livestock Production Expert.
The incumbent will provide integrated direction, management, leadership, and oversight for the design and supervision of project infrastructure. The role involves offering technical reviews, supporting cost-effective decision-making, and providing professional input and assistance to the Design and Supervision Firm throughout the implementation of works.
Duties and Responsibilities
- Review designs, support construction management and inspection in accordance with drawings and architectural specifications.
- Assess and make recommendations on price and/or contract cost adjustments for reasonableness, value for money, and market alignment.
- Provide technical support in preparing any variations in architectural designs.
- Support contract management including participation in site meetings, reviewing quality of works, and recommending payment certifications or time extensions.
- Conduct regular field visits and provide inputs to monthly, quarterly, and annual reports on architectural progress and quality.
- Review tender documents for potential building projects and participate in evaluation and contract negotiations.
- Review detailed drawings and specifications showing both the appearance and internal structure of building projects.
- Perform any other duties assigned by the Project Coordinator.
Planning and Reporting
- Develop monthly, quarterly, and annual plans and submit them to the Project Coordinator on time.
- Prepare monthly, quarterly, and annual progress reports for submission to the Project Coordinator.
Collaboration and Budgeting
- Participate in PCU and technical meetings to ensure integrated planning, implementation, and effective monitoring of civil works.
- Liaise with the Livestock Production Expert in preparing the sectional budget and allocating resources for planned activities.
- Participate in developing the Annual Work Plan and Budget (AWPB) to ensure timely and effective implementation of activities.
Required Qualifications and Experience
- Master’s Degree in Architecture with five (5) years of progressive work experience; OR
- Bachelor’s Degree in Architecture with ten (10) years of progressive work experience.
- Professional registration will be an added advantage.
Skills and Competencies
- Experience leading and managing consultancy teams in developing countries.
- Sound knowledge of the Lesotho Building Code and FIDIC standards.
- Proficiency in software such as MS Project, Primavera P6, MS Excel, Word, PowerPoint, and CAD tools.
- Fluency in written and spoken English (mandatory).
- Strong leadership and motivational skills.
- Excellent planning and organizational abilities.
- Strong analytical and problem-solving skills.
- Ability to work independently and meet deadlines.
- High level of coordination and teamwork skills.
- Excellent communication skills.
