KARABO EA BOPHELO at Baylor College of Medicine Children’s Foundation – Lesotho. The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in Lesotho.

BCMCFL is looking for highly qualified local candidates to fill in the following position available under Karabo Ea Bophelo Project on a full-time, Fixed-Term Contract basis.

Duties and Responsibilities

Position Overview:

The Project Accountant will be responsible for the financial management of the project.  Coordinate and contribute to the implementation of policies and procedures in compliance with Donor’s established accounting standards, rules and regulations, Generally Accepted Accounting Principles (GAAP). S/he will ensure proper and sound management of KB financial and accounting transactions.

Responsibilities include, but are not limited to the following:

  • Ensure all processes and payments are executed in accordance with GAAP, BAYLOR and Karabo ea Bophelo policies, and government regulations (i.e. USAID and other federal and state regulations);
  • Set and monitor sound accounting and financial reporting procedures for project/grant subrecipients and partners following established standards.
  • Ensure setup and maintenance of all data required for processing financial transactions for assigned project/grant accounts in SAP financial accounting package.
  • Prepares payment, journal, deposit vouchers and validates supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place.
  • Preparing monthly Financial Status reports such as Expenditure Reports, Balance Sheet, Aging Analysis Reports, Advance Aging Analysis Reports, Sub Agreements Summaries and/or any other reports required to drive decision making.
  • Monitor and prepare monthly reconciliation statements for Balance Sheet accounts on time and accurately as part of the monthly reporting package and submit to Senior Accountant for review within the set timelines. 
  • Record financial transactions following appropriate authorizations. Review and analyse various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
  • Monitor disbursement/receipt schedules, alert relevant project/grant staff of due payments/liquidations and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines.
  • Prepare various periodic and ad hoc financial reports and perform variance analysis to assist project/grant staff with decision-making. Assist with budget maintenance for proper management of financial resources.
  • Provide information to project/grant staff, subrecipients, and partners on financial accounting policies and procedural compliance issues and deliver training and other capacity building activities.
  • Perform assigned treasury project/grant (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.
  • Assisting with issuing checks of payment for processed transactions and log payments, and distributing and/or mailing checks to appropriate individual/vendor;
  • Preparing and submitting deposit, wire transfers, bank draft requests to the bank;
  • Compiling, consolidating and reconciling the project’s asset register to ensure that it fits well into the BCMCFL main asset register and compliant, and also conduct a quarterly at the minimum bi-annually asset verification, to ensure that they are audit ready.
  • Plays a key role in ensuring that all financial data and expense supporting documentation and any information that may be needed is well compiled and ready for audit.
  • Works closely with other operations departments to ensure smooth functionality.
  • Will undertake any other tasks that may be given.

Educational Qualifications, Work Experience and Key Competencies

Educational Qualifications, Work Experience

  • First degree in Accounting, Finance or other relevant Management field, advance degree preferred;
  • 5 years progressive complex accounting and financial management experience;
  • Experience and knowledge of USAID Finance and administrative standards and regulations;
  • Working knowledge of SAP accounting software desirable;

Key Competencies and Skills

  • Excellent understanding and intimate familiarity with U.S. government regulations.
  • Strong overall management acumen and ability to align governance, risk and control requirements with the realities of the organization’s work environment.
  • Proven computer skills with Microsoft Word, Excel, Access, and PowerPoint.
  • Excellent organizational, time management, prioritization skills, and attention to detail are required.
  • Proven ability to work both independently and as an effective team member;
