Project Accountant – Lesotho Lowlands Water Development Project Phase II (LLWDP-II)

Background Information
The Government of Lesotho, through the Ministry of Natural Resources, has established a Project Implementation Unit (PIU) to oversee the implementation of the Lesotho Lowlands Water Development Project Phase II (LLWDP-II). The main objective of LLWDP-II is to provide access to water supply and sanitation services and improve the reliability and sustainability of water supply in:
- Zones 2 & 3: Hlotse and Maputsoe (North)
- Zones 6 & 7: Mafeteng and Mohale’s Hoek (South)
The PIU invites suitably qualified Lesotho nationals to apply for the position of Project Accountant.
Job Summary
Under the general supervision of the Finance Management Specialist, the Project Accountant will support the financial management of the project, ensuring compliance with relevant financial regulations and reporting standards.
1. Duties and Responsibilities
- Provide advice on financial issues
- Coordinate the development of the project budget
- Review and revise the project budget in consultation with the Finance Management Specialist
- Oversee the development of financial statements and reports
- Assist in preparing disbursement plans in line with the Project Financing Agreement
- Prepare quarterly financial forecasts and fund advancement requests
- Estimate budgets for project activities, trainings, workshops, and seminars
- Review, arrange payment, and record all project financial transactions
- Ensure compliance with World Bank, European Investment Bank/European Union, and Government of Lesotho financial regulations
- Handle VAT, PAYE, and other tax procedures
- Maintain proper filing of financial documents and prepare for audits
- Guide and update project staff on financial procedures and regulations
2. Education and Qualifications
- Chartered Accountant with at least 5 years of relevant experience
OR - Bachelor of Commerce (Accounting) or General Accountant with at least 10 years of relevant experience
- Experience in the water sector is an added advantage
- Membership in a recognized professional body is an added advantage
3. Key Competencies, Skills, and Abilities
Job Knowledge
- Familiarity with international accounting and procurement practices
- Knowledge of World Bank, European Investment Bank, and Government of Lesotho financial regulations
- Proficiency in MS Office, Tompro, and related software
Accuracy
- Ability to double-check and ensure accuracy and consistency in financial work
Communication
- Strong interpersonal and communication skills
- Ability to communicate effectively and professionally with stakeholders
4. Reporting
The Project Accountant will report directly to the Finance Management Specialist.
5. Terms of Assignment and Duration
The successful candidate will be engaged on a full-time basis for a maximum period of three (3) years.
