Overview:
Baylor College of Medicine Children’s Foundation – Lesotho. The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centred HIV and tuberculosis prevention, care, treatment and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. BCMCFL is responding to the request for proposal by the Ministry of Finance Project Management Unit (MOFPMU) to be Sub-Recipient to support implementation under New Funding Model 3 (NFM 3) Grant of the Government of Lesotho supported by the Global Fund.

BCMCFL is looking for highly qualified candidates to fill in the following positions on a full-time, Fixed-Term Contract basis.

Duties and Responsibilities

Position Overview

The Project Accountant will be responsible for the overall financial management of the project. S/he will oversee the effective and
appropriate use of financial resources, and will be responsible for accounting, financial reporting, budgeting, tax compliance, in-house controlling, insurance, and audit-related activities of the project. S/he will report to Finance and Administration Director.

Responsibilities include, but are not limited to the following:
• Assist in the development of appropriate Finance policies and administrative tools that give effect to the policies in order to
ensure a reliable internal control environment;
• Ensure all processes and payments are executed in accordance with GAAP, BAYLOR policies, and government regulations (i.e. PMU, USAID and other federal and state regulations);
• Performs day-to-day activities consistent with understanding BAYLOR basic requirements, standard operating procedures,
resources, tools and quality standards;
• Perform duties that will include processing accounts payable, reviewing payroll calculations;

• Oversee timely preparation of tax claims, tax returns and submission on monthly and annual basis;
• Analyze and reconcile data discrepancies expeditiously;
• Preparing monthly Financial Status reports such as Expenditure Reports, Balance Sheet, Aging Analysis Reports, Advance Aging Analysis Reports, Sub Agreements Summaries and/or any other reports required to drive decision making;
• Build financial capacity across the organization through support to Programs and technical teams as well as supervisees;
• Monitor Organization liquidity position through preparation of monthly cash analysis;
• Assisting with issuing checks of payment for processed transactions and log payments, and distributing and/or mailing checks to appropriate individual/vendor;
• Preparing and submitting deposit, wire transfers, bank draft requests to the bank;
• Perform any other duties as may be required by the administration from time to time.

Educational Qualifications, Work Experience and Key Competencies

• First degree in Accounting, Finance or other relevant Management field, advance degree preferred;
• 5 years progressive complex accounting and financial management experience;
• Proven ability to work both independently and as an effective team member;
• Experience and knowledge of USAID Finance and administrative standards and regulations;
• Working knowledge of SAP accounting software desirable;
• Proven ability to prioritize and handle multiple ongoing assignments;
• Proficiency in Microsoft office, particularly Excel;
• Excellent organizational skills;
• Excellent time management;
• Proven analytical and problem-solving ability.
