Position Title: Programs Director
Location: Lesotho
Reports To: Senior Director – Programs Africa
Position Summary
Reporting to the Senior Director Programs Africa, the Programs Director is responsible for the overall strategic supervision and management of Habitat for Humanity Lesotho (HFHL). The role provides leadership across all projects in the programme portfolio, working closely with finance, administration, and fundraising functions.
The Programs Director will lead the growth and development of HFHL programmes in line with organizational standards and strategic goals focused on providing housing and housing support services to low-income families. The position works closely with development partners, HFHI Area Office, HFHL Senior Management Team, the Board and Board Committees to define mission priorities, select suitable projects, and implement strategies aligned to:
- Habitat for Humanity mission
- 50/50 HFHI Global Strategy
- Africa Strategy Framework
- National Affiliation Agreements (NAA)
- Partnership Covenant
- Core Operating Standards and Core Program Standards
Duties and Responsibilities
1. Strategic Leadership and Representation
- Provide strategic and technical leadership in programme design, planning, budgeting, and implementation
- Lead HFHL programming to deliver HFH vision and objectives while championing innovation
- Promote a culture of learning, innovation, and documentation of best practices
- Oversee grant compliance and donor reporting
- Lead programme budgeting and oversee programme financial performance
- Monitor and contribute to HFH global initiatives and trends
- Provide internal thought leadership to drive HFHL vision and priorities
- Represent HFHL in key external platforms as delegated
2. Programme Development and Delivery
- Ensure delivery of quality programmes with measurable impact
- Oversee development of tools and processes for quarterly reflections and performance tracking
- Convene and lead Grant Review Meetings
- Oversee development and implementation of programme and project improvement plans
- Identify funding and resource mobilization opportunities with Senior Director Programs Africa
- Develop approaches for programme quality, knowledge production, and dissemination
- Strengthen partner engagement throughout programme implementation
3. People Management and Safeguarding
- Supervise and manage all direct reports and ensure a coordinated programme team
- Lead staff performance management in line with HFHL HR policies
- Identify staff development and succession planning needs
- Promote team learning, collaboration, and professional growth
- Ensure safeguarding awareness and effective community feedback mechanisms
- Promote an inclusive, safe, and diverse work environment
- Encourage open safeguarding dialogue with all stakeholders
- Participate in Senior Management Team meetings
- Authorize requisitions and payments as delegated under HFHL Delegation of Authority
- Perform other duties as assigned by the Board Chair or Senior Director Programs
Minimum Required Qualifications
- Advanced degree (preferably Master’s) in development studies, project management, urban planning, business management, or a related field
- Postgraduate training in financial management and project management is an added advantage
- Minimum of 10 years’ progressive experience in a similar role, preferably in land management, physical planning, or urban development
- Strong service orientation with ability to deliver results within time and budget
- In-depth understanding of housing and development issues in Lesotho
- Strong analytical and report-writing skills
- Demonstrated experience designing logical frameworks and theories of change for complex, multi-year projects
- Excellent English language skills (written and spoken)
