ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Advanced university degree in one of the following disciplines: social sciences, international development, development economics or another related field such as international relations, human rights or political science.
  • Knowledge: In-depth knowledge of humanitarian protection, sexual- and other forms of gender-based violence, civil-military relations and other humanitarian policy issues, and its linkage with humanitarian assistance. Understanding of food security programming is a strong asset.
  • Work experience: At least 5 years of relevant and progressively responsible work experience in a humanitarian organisation, with at least 2 years international field experience dealing with protection, human rights or gender-based violence issues. This should include experience working in conflict or post-conflict contexts. In-depth field experience in emergency contexts is highly desirable.

  • Strong skills and experience in training and facilitation on protection or human rights programming.
  • Knowledge of UN system policies and functions of protection-mandated agencies.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support local oversight inter-agency Complaints and Feedback Mechanism (CFM): Linha Verde da resposta a emergencia.
    WFP is leading the establishment of an inter-agency CFM which consists of a tollfree hotline managed from Maputo with oversight from the CFM Manager based there (a DFID standby partner to be confirmed); Strong coordination of the CFM from the start will enable us to build and maintain trust among the affected population.
  2. Provide support on the Prevention of Sexual Exploitation and Abuse. Given early indications of sexual exploitation and abuse (SEA) during the emergency response it is important that a protection officer be based in Beira to provide targeted support for the prevention of SEA and to follow up on any indications of SEA prior to more in depth investigations as per WFP established procedures.
  3. Undertake gender, protection and accountability to affected population (AAP) assessments of food distributions to help ensure that the community-based complaints mechanisms are in place and that issues raised by affected communities are being addressed and responded to.
  4. Advise WFP and partners on the integration of protection in food assistance programmes.
  5. Staff training and capacity-building
    As necessary the PO will undertake refresher training and help build the capacity of WFP and cooperating/implementing partner staff on protection (including undertaking protection assessments) and/or AAP. The PO will also provide individual mentoring and support to PSEA focal points in the Country Office and Sub-Offices.
  6. Inter-agency coordination and representation.
    The PO will promote partnership with, and cross-learning from, UN agencies, NGO partners and other relevant actors in relation to data from Linha Verde and CBCMs.The PO may represent WFP in inter-agency protection and/or AAP fora at the provincial level.
  7. Other duties
    Undertake or contribute to reports or other activities as directed by the Emergency Coordinator.

Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.

Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.):Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

Strategic Policy Engagement w/ Government: Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
