Purpose of the job

•Oversee the coordination and implementation of Programmes on defence and security and the provision of advice on regional and international security and defence developments
•Manage the efforts and performance of the team falling under the Senior Officer in that unit

***Please note that the duration of the contract is tired to the duration of the Project. The Project is for 42 months effective from the date of Agreement between SADC and the Cooperating Partners.

SpecificationDuties and Responsibilities; 

Strategic Planning, Programming and Implementation


•Develop and implement multi-annual and annual work plans consistent with the SADC Planning Monitoring and Evaluation (SPME) policy requirements
•Coordinate the implementation of annual and quarterly work plans for the timely achievement of the set outputs and objectives in adherence to SADC set procedures; 
•Timely production and submission of regular project implementation progress reports
•Ensure efficient and proper usage of funding for programme and project implementation 
•Work with staff in the Organ Directorate towards the realization of sector strategic objectives

Provision of technical advice and support 

Facilitate the provision of technical support to Member States to improve national-level constitutional, legal and electoral frameworks, based on findings of SEAC
•electoral missions (with focus on the integration of civil, political, socio-economic and cultural rights)
•Facilitate peer exchanges and dialogue with other regional and international organisations on coordination and policy issues with respect to the management of electoral processes
•Support the activities of the SADC Electoral Advisory Council (SEAC) including the implementation of the SEAC Five-Year Strategic Plan (2016-2020)
•Coordinate awareness raising initiatives on the revised SADC Principles and Guidelines Governing Democratic Elections and SADC Model Law on elections
•Facilitate the delivery of training courses on election observation for Long-Term Observers (LTOs) and Short-Term Observers (STOs) as part of the capacity-building efforts
•Facilitate the Implementation of the SEAC Strategy for the Prevention of Electoral Related Conflict
•Manage the SADC electoral observation roster for Electoral Experts, Long-Term Observers and Short-Term Observers;
•Facilitate the development and delivery of a sustainable funding mechanism to implement election observation missions
Preform other related duties in support of the 11th EDF Programme objective to “Support peace and security in the SADC Region

People and Performance Management 

•Compliance with all relevant Secretariat values, policies and standards, and statutory requirements; 
•Work towards building a positive and compelling workplace and team culture; 
•Undertake any other duties as delegated by the Director, Senior Officer Politics and Diplomacy Public Security and or the ES 

Servicing of Relevant Technical & Policy Committees, Meetings & Workshops

•Draft technical papers for discussion, dissemination and publication
•Liaise with Conference Services unit to (a) organise the logistics for the meetings and workshops, and (b) process / produce the necessary meeting and conference documents and presentations 
•Coordinate the holding of relevant Organ Sector meetings including MCO 
•Prepare annotated agenda and records of meetings 

Research, knowledge management and data collection,

•Ensure the documentation of the Programme’s knowledge products and results
•Ensure the sharing of Programme results with relevant stakeholders to enhance programme visibility
RequirementsPosition Requirements

Qualifications

Advanced university degree (Master’s degree or equivalent) in Political Science, Development Studies, Public Administration, International Relations, or related field.

Specialised Knowledge

•Familiarity with electoral assistance models, electoral systems and electoral cycle activities
•Experience working with ICT – based election observation and reporting tools
•Working knowledge of the Revised SADC Principles and Guidelines Governing Democratic Elections and experience with the application of auxiliary election training manuals and tool;
•Strong writing, reporting, facilitation and presentation skills
Experience 

•Minimum of 5 years work experience in elections, preferably in the SADC region
•Programme and budget management experience; 
•Demonstrable research skills and track record on electoral processes
•Experience working with electoral networks preferably in the SADC region
