The Governance and Peace Directorate (GPD) is the lead directorate in the Commonwealth Secretariat for the promotion of democracy, human rights, rule of law and good governance in the Commonwealth.

The directorate is responsible for programmes which foster greater adherence to Commonwealth political values, the conducting of fair, credible and inclusive elections and engagement with member countries through the Good offices of the Secretary-General.

The Programme Officer, under the supervision of the Head of Good Offices and in close collaboration with relevant Secretariat Sections/Units, will be responsible for supporting the implementation, monitoring, evaluation, and reporting on this project.

The Programme Officer will do so in fulfilment of the DFAT Grant Agreement and will ensure that the project delivers value for money to the project donor, ensures high quality and timely inputs, delivers intended outputs in a cost-effective manner, demonstrates clear impact within a results-based management framework, is aligned to the Secretariat’s Strategic Plan, and meets the needs of the identified stakeholders as contained in the detailed project proposal.

Responsibilities of the Programme Officer includes (but is not limited to):

  • Undertake in-country consultations and dialogue with relevant stakeholders in participating member countries as may be required;
  • Plan and coordinate delivery of collaborative activities, virtual/hybrid events and technical assistance to participating member countries during the project’s extension period;
  • Support the recruitment of consultants who will deliver identified specialised technical assistance and capacity building;
  • Liaise with the Secretariat’s IT and Communications teams on the design and establishment of the online platforms of Communities of Practice, ‘Enhancing Women’s Political Participation’ and ‘Strengthening Commonwealth Democratic Dialogue Capacities’;
  • Monitor and evaluate overall progress of project activities and outputs;
  • Performing any other duties that may be required from time to time.

To be considered, applicants must meet the following criteria:

  • Attained an undergraduate degree in a relevant subject, preferably Political Science or International Relations. A relevant post-graduate degree or other advanced qualification would be desirable;
  • A minimum of three years’ experience in project management within the context of a results-based management system, including project planning, monitoring, evaluation, budgeting and implementation;
  • Staff management experience, including management of external contracts and consultants;
  • Proven financial and budget management skills;
  • Proven ability to; work with minimal supervision to deliver quality results, work successfully and collaboratively in and across a multicultural and diverse environment.
