IntroductionThe SADC Secretariat invites suitably qualified, experienced, innovative, result oriented and self-driven individuals who are citizens of SADC to apply for the position of Programme Manager tenable at SADC Secretariat Headquarters.


Purpose of the job: 

To provide strategic and financial leadership to the overall implementation and monitoring of the 11th European Development Fund (EDF) Programme to “Support to peace and security in the SADC Region”. The programme works in particular to support the 5 Sectors of the Organ on Politics, Defence and Security Cooperation (OPDSC) in their implementation of the Strategic Indicative Plan of the Organ (SIPO), with specific attention given to the functions of the Political Sector (key results 1 and 2); Public Security Sector (results 3 and 4); and Police Sector (result 4). In respect of Result 4 specifically, the Programme will work collaboratively with the Gender Unit. The Programme will also contribute to strengthening linkages with the State Security and Defence Sectors.

***Please note that the duration of the contract is tired to the duration of the Project. The Project is for 42 months effective from the date of Agreement between SADC and the International Cooperation Partners (ICP).

SpecificationDuties and Responsibilities

Strategic Programme Management

•Lead strategic planning processes and implementation of programme activities in all four Key Results Areas of the 11th EDF Programme;
•Effectively manage the resources of the programme in line with the provisions of the Pillar Assessed Grant or Delegation Agreement (PAGODA);
•Coordinate the development and implement multi-annual and annual work plans consistent with the SADC Planning Monitoring and Evaluation (SPME) policy requirements;
•Develop systems and procedures to aid the effective implementation of the programme;
•Facilitate and coordinate all programme related committees namely Programme Steering Committee Meetings; SADC/EU dialogues (when required), RECs etc

Leadership 

•Develop, update and implement policies, strategies, processes, systems and procedures for the effective delivery of the Programme’s objectives
•Participate in the formulation and development of the Organisational Strategy for the Secretariat
•Coordinate the development of short- and long-term plans and budgets for the unit, monitor progress, assure adherence and evaluate performance on a regular basis; 
•Manage the delegated unit budget to ensure optimal use 
•Achieve the mission, goals and objectives of the programme, and report progress to the ES and Director; 
•Assist the Audit teams in their review of this function

Capacity Building and skills enhancement on gender based violence for key service providers

•Keep abreast with international evolvement of global, continental and national trends in the area of gender based violence 
•Conceptualise, plan and coordinate the development of the Regional Training Manual, Regional Standard Operating Procedures, Regional Referral Mechanisms on gender based violence 
•Roll out of training programmes in the area of gender based violence for relevant stakeholders Strengthen coordination and collaboration at regional and national level on GBV

•Research, data collection, awareness raising and information dissemination
•Research and adopt best practices in own area of work, and maintain high level of knowledge in order to effectively undertake the duties of the post
•Ensure the documentation of the Programme’s knowledge products and results;
•Ensure the sharing of Programme results with relevant stakeholders to enhance programme visibility;
•Strengthen data collection on gender based violence in Member States 
•Strengthen awareness raising on gender based violence in the SADC region

Harmonisation

•Effectively and efficiently manage the Programme, including timely mobilization of adequate financial, material and human resources
•Work collaboratively with Heads of OPDSA Sectors in the implementation of the programme
•Interacts and represent the Programme at internal and external partners’ fora 
•Efficiently and timeously address all internal and external audit requirements

Management of Technical and Policy Committee Meetings and Workshops
•Draft technical papers for discussion, dissemination and publication
•Facilitate Liaison with Conference Services unit to (a) and facilitate the organisation of the logistics for the meetings and workshops, and (b) process / produce the necessary meeting and conference documents and presentations 
•Facilitate the holding of Programme Steering Committee Meetings; committees and workshops as required;
•Facilitate the preparation of records of the technical and policy meetings including communiqué for policy meetings

Research and Information Dissemination

•Research and adopt best practices in own area of work, and maintain high level of knowledge in order to effectively undertake the duties of the post
•Ensure the documentation of the Programme’s knowledge products and results;
•Ensure the sharing of Programme results with relevant stakeholders to enhance programme visibility;
•Facilitate the evaluation of the programme activities – including Mid-Term and ex-poste evaluations of the programme.
•Support the Director of the Organ in the execution of related activities of the Directorate as required;
•Work collaboratively with key stakeholders, including Member States, the EU and other ICPs in the implementation of the programme – as may be required.
RequirementsQualifications

Master’s degree in Political Science, Development Studies, International Relations, Security Studies, or a suitably related Social Science or Management discipline


Specialised Knowledge

•Experience and knowledge of EU Development Assistance Procedures, such as Contribution Agreements (CA) and Pillar -Assessed Grant or Delegation Agreement (PAGoDAs) OR any other EU funded programmes highly desirable
•5 years experience and knowledge in at least 2 of the programme’s result areas i) elections and good governance; ii) conflict prevention and mediation, iii) transnational organised crime and iv) gender-based violence



Experience 

•Minimum of 10 years of general work experience preferably in developing countries in the area of peace and security
•At least 5 years of experience in a management position in the public, private or non-State sectors
•Experience in project/programme initiation, planning, design, formulation, execution and closure of projects
•Minimum of 10 years’ experience in programme management in the public, private or non-governmental sectors
•Minimum of 5 years’ experience in monitoring, evaluation and reporting of projects
•Experience in developing and implementing project communication and visibility strategies
