OXFAM SOUTH AFRICA’S PURPOSE

In South Africa and globally, the threats to people living in poverty and to human rights are many, varied, and complex, with significant gendered dimensions. Deep-rooted gendered inequalities prevent millions of wom_n and girls from making choices about and taking control of their lives. Patriarchal attitudes, norms and beliefs undermine wom_n’s social, economic and political participation and agency. Violence including structural and systemic violence against wom_n and gender non-binary people limit their freedoms and voice. At the same time, we see less and less money going to wom_n’s organisations and to organizing for wom_n’s rights. Oxfam South Africa seeks to deepen and elevate impact on Wom_n’s rights and Gender Justice by embedding a feminist lens in its country programmes, driving resource mobilization to support wom_n’s organizing and partnering in connecting wom_n’s movements for enhanced gender justice impact.

TEAM PURPOSE

Oxfam South Africa’s Wom_n’s Rights Team works in South Africa and worldwide as part of regional and global teams of Oxfam champions for gender justice and wom_n’s rights. The Wom_n’s rights team’s purpose is to deliver impact for gender justice through driving and co-creating initiatives which contribute to strengthened voice, participation and collective organizing power of wom_n and Gender non-binary people contribute to ending gender-based oppression.

JOB PURPOSE

Wom_n’s Economic Justice is a cross-cutting thematic for Oxfam South Africa. The programme focuses on addressing these deep-rooted gendered inequalities and specifically advocates for a just economy that is redistributive and inclusive.  The programme uses feminist-oriented analysis and influencing of policies and plans; collective advocacy and campaigning to support and collaborate with constituencies marginalised in their community, most especially wom_n and gender non-binary people to self-organise and realise lives of dignity and respect.

The Programme first and foremost brings together wom_n who navigate daily the complexities of creating sustainable livelihoods from entrepreneurs, online traders, small holder farmers, domestic workers, wom_n farm workers, land rights activists, climate justice activists, sex workers, wom_n in co-operatives and partners organising for transformative public education systems that empower young people and especially girls.

KEY RESPONSIBILITIES

Strategic and Technical Support
Project Manage several partner grants, that includes the management of two multi-million EU funded projects. Deliverables include organising and facilitation of project inception workshops, planning, oversight, monitoring & evaluation and action learning and consolidation of reporting and budget monitoring and reporting.
Provide strategic and technical support to the WRGJ programme partners, ensuring coherence and coordination and high program quality.
Provide technical support through a gendered analysis of other Oxfam South Africa programme interventions.
Support the development of key strategy and policy documents at country level and where needed and strategic at the Africa regional level, ensuring the integration of gender considerations.
Facilitate strategic synergies between Oxfam’s gender work and that of the wider wom_n’s rights/ feminist movements in South Africa and beyond.
Participate in Oxfam-wide platforms and processes, bringing OZA’s voice and leveraging experiences from other regions into OZA’s programming
Resource Mobilisation & Grants Management
Collaborate with other programmes, the institutional fundraising manager, strategic partners to resource mobilise for the work on Wom_n’s Economic Justice.  Support and lead the design of proposals and ensure quality and consistency in relations with donor institutions and supporting the programme team in planning and management of its income.
Ensure effective implementation of donor commitments and timely reporting.
Programme and Campaigns Design and Implementation
Collaborate with strategic partners on the design of high impact quality programmes.
Collaborate with strategic partners on the design and implementation of campaigns for effective influencing and advocacy.
Knowledge Management, Team and Organisational Support and Participatory Research
Lead on designing and implementing a gender transformative Capacity Strengthening Plan in consultation and collaboration with all programme partners.
Collaborating with the Knowledge Management Lead on designing and implementing participatory methodologies for Monitoring, Evaluation and Action Learning, including sharing tools and good practice and convening knowledge events.
Oxfam South Africa has just adopted a strategy to become a feminist organisation with a clear feminist agenda. Working with a small group lead the design and implementation and orientation of feminist values and a feminist agenda into organizational systems and structure. Drawing on many feminist resources such as ‘Strategies for building an organization with a soul – Hope Chigudu and Rudo Chigudu.’
Support research initiatives, with significant focus on those led by Oxfam South Africa’s strategic partners on issues related to Wom_n’s Economic Justice.
Programme and Curriculum Design and Implementation
Lead the design and implementation of a Feminist Political Economy Activist School, including an online adaption of the school course given the Covid-19 crisis and the ever-changing learning and organising environment.
Implement and popularise the Transformative Leadership for Wom_n’s Land Rights Training of Trainers manual designed by Oxfam South Africa.
Movement Strengthening both internal and external to Oxfam South Africa
Shayisfuba feminist collective:  Working with a small group of feminists from various movements and organisations participate in the collective and lead on the popularising and policy influencing on the People’s Economy Manifesto, currently being used in feminist political organising at community level toward local governance and accountability.
Convening and Coordinating the Wom_n’s Livelihoods Platform:  Responsible for setting up and coordinating the platform representative of wom_n and gender non-binary people carving out a living in the informal and the formal economy.  Namely, domestic workers, wom_n’s agricultural co-operatives, farmwom_n workers, informal traders, sex workers, wom_n artisanal miners, waste management co-operatives, community health workers and climate justice activists.  In addition to having a mandated influencing and campaigning strategy.
Coordinating Domestic Workers Rising Campaign Platform: guided by Domestic Worker Unions and Allies we campaign for dignified work and the implementation of the COIDA Act.
Convene the Oxfam South Africa Wom_n’s Livelihoods Fair as a space to link and learn and a space to strengthen the collective organising for gender just economies.
As part of a small working group contribute to the Oxfam Confederation wide Knowledge Hub on Wom_n’s Economic Empowerment.
Policy Influencing, Advocacy and Campaigning
Support and lead at relevant national, regional and global levels, evidence-based economic justice policy influencing strategies and campaigns. Including the collaboration with Oxfam confederation wide BehindTheBrands and EvenItUp! Worldwide campaigns focusing on Tax and Budget Justice and Gender Transformative Value Chains.

Provide support to Oxfam South Africa’s lead on Gender-Based violence to the policy influencing and campaigning for a GBV&F-NSP in South Africa, specifically contributing to the development and implementation of Pillar 5 on Economic Empowerment.

Communications
Communicate developments around confederation wide Gender work, and program/policy progress to internal (Oxfam South Africa) and external stakeholders.
Working with the GBV Lead:  WRGJ Programme maintain an updated situational analysis on wom_n’s rights in South Africa and worldwide, ensuring that programs and policies are responsive to the latest developments.
Contribute to the production of publications and media content for learning and influencing.
SKILLS, KNOWLEDGE AND EXPERIENCE

Demonstratable and direct experience in implementing Wom_n’s Economic Justice initiatives and undertaking influencing, advocacy and campaigning on a broad range of intersectional issues, listed but not limited too, gender transformative value chains, labour rights of formal and informal workers including unpaid care work, Tax Justice, Wom_n’s Land Rights and a good command of a feminist political economy is essential.
Demonstrable experience in feminist movement strengthening.
Demonstratable experience in partnership building and capacity strengthening of civil society organisations and civil society campaign platforms.
Demonstratable experience in project managing large EU funded grants.
A minimum of ten years’ work experience in wom_n’s rights and/ or international development.
Strong analytical understanding and demonstrated experience/knowledge in wom_n’s rights and gender equality programs, policy and influencing in South Africa required.
Demonstrated capacity to mobilize resources for complex, multi-donor programs.
Excellent policy analysis and research skills a strong asset, including experience with applied or operational research.
Excellent monitoring and evaluation skills a strong asset, including experience designing monitoring & evaluation frameworks.
Demonstrated capacity for strong analytical writing and proposal development writing required.
Demonstrated ability to provide technical support on stand-alone wom_n’s rights programs and gender mainstreaming at a country level and where required worldwide.
OTHER
Ability and willingness to travel up to 8 weeks per year.
