Programme Funding Officer, One Child One Family HHCSA.

We are looking for a Programme Funding Officer to join us and make orphanages history. As the world recovers from Covid, there is increased risk of families experiencing the poverty, lack of support and desperation that drives children into orphanages, or Child and Youth Care Centres. There is vital work to be done in ensuring this does not happen and we are uncompromising in our mission to achieve deinstitutionalisation of the child protection system in South Africa.

We’re excited to be launching the recruitment of a new position to support our vital work in South Africa. We are seeking a Programme Funding Officer to secure and manage programme funding from institutional donors (bilateral, multilateral and regional/in-country donors), foundations and other local funding sources (corporates etc) and to develop our in-country programme funding and local resource mobilisation capacity. Based at our country office in Johannesburg, you will be part of a new team of four national fundraisers across the global organisation and will play a catalytic and leading role in strengthening our programme funding, securing funding partnerships and expanding our fundraising team in South Africa.

We are looking for a dynamic, well-networked, strong leader who will inspire and build funding partnerships with potential donors, foundations and local resources to support our work in Care Reform to keep children in safe, supported and loving families. You will need creativity, innovation, determination, grit, courage, integrity and excellence; coupled with a strong sense of humour, empathy, patience, optimism, humility and an excellent understanding of the complexities of the funding landscape in South Africa.

Role Responsibilities

Job Title: Programme Funding Officer

Grade: Circa ZAR 550,000 depending on experience

Hours: 40 hours per week

Location: A blended model of office and home-working

Reports to: Reports to One Child One Family (OCOF) HHC South Africa’s Country Director and matrix managed by Senior Grants Partnerships Manager (Institutional Funding Lead).

Role Purpose and Role Dimensions: To support the work of One Child One Family HHC South Africa in South Africa by securing and managing programme funding from institutional donors (bilateral, multilateral and regional/in-country donors), foundations and other local funding sources (private sector etc) and to develop One Child One Family HHC South Africa’s programme funding and local resource mobilisation capacity.

Key External Contacts: Institutional donors, foundations and other local funding sources, relevant networks, peer INGOs/NGOs.

Financial Dimensions: Responsible for raising an agreed level of net income from institutional funding agencies, foundations, and other local funding sources including oversight of any South Africa country grants/contracts.

Other Considerations:

· Depending on the pattern of work agreed with the successful candidate some flexibility may be required to respond to peaks of work around key deadlines, with time off in lieu granted.

· Required to travel within South Africa including to areas of operation.

· If required, undertake occasional international travel to support the development of applications to donors.

Key Accountabilities: Develop and implement a strategic approach to programme funding, resource mobilisation and portfolio development in South Africa (40%).

Key Elements:

· To increase OCOF HHC South Africa’s ability and success at mobilising resources from institutional donors (bilateral, multilateral and regional/in-country donors), foundations and other local funding sources (private sector etc) to support programme delivery in South Africa.

· Joint development of funding strategies with OCOF HHC South Africa colleagues aligned to the 3-year rolling country business plans.

· To develop a strong pipeline of funding opportunities for OCOF HHC South Africa through donor intelligence gathering, new opportunity scoping etc).

· Lead the development of new applications to institutional funders, foundations and other entities, and negotiate and liaise with donors to secure relevant programme funding, ensuring that applications are a strong fit to both HHC and donor priorities.

Key Accountabilities: Build and strengthen relationships with institutional donors, foundations, other local funding entities, partners and networks in South Africa /the region (20%).

Key Elements:

· To establish and further strengthen relationships with new and existing institutional donors, foundations, and other local funding entities in South Africa in relation to OCOF HHC programmes in South Africa.

· To keep all internal stakeholders informed and engaged about key opportunities and donor shifts which impact HHC’s work.

· To improve and build on existing relationships and potential funding synergies with key strategic partners and/or networks in South Africa /the region.

· To pursue joint funding applications with key partners where appropriate and possible.

· To develop and maintain expertise in all funding opportunities, guidelines, procedures and requirements related to existing and new donors.

· To represent OCOF HHC in relevant groups and networks in South Africa.

Key Accountabilities: Management of grants/contracts with key institutional donors, foundations and other funding entities (30%).

Key Elements:

· To agree respective responsibilities for grant/contract management, project monitoring, reporting, evaluation and auditing with appropriate programme, finance and MEL colleagues.

· To play a quality grant/contract management role on projects and programmes with institutional/other donors by supporting contract negotiation, project inception, monitoring, reporting, evaluation and donor compliance.

· To increase OCOF HHC South Africa’s capacity to comply with all donor contractual requirements.

Key Accountabilities: Develop and strengthen the programme funding capacity of OCOF HHC South Africa colleagues (10%).

· Play a catalytic and supporting role in encouraging OCOF HHC South Africa colleagues to engage more proactively and strategically with key institutional donors and other funders in South Africa /the region.

· Develop and strengthen the capacities of OCOF HHC South Africa colleagues in relation to resource mobilisation from institutional donors, foundations and other entities.

Person Specification

Essential knowledge

· Understanding of international development issues, especially in South Africa.

· Understanding of the international development sector’s current and emerging priorities, strategies and funding opportunities as they apply to HHC’s priorities.

Essential skills and abilities

· Strong technical fundraising skills including the ability to work with logical frameworks and complex budgets.

· Excellent verbal and written communication skills (English).

· Highly numerate and good analytical ability.

· Ability to be patient and persistent, with an eye for detail.

· Strong diplomatic and interpersonal skills including the ability and confidence to network, persuade and negotiate effectively.

· Strong time management skills with the ability to be flexible with a variable workload which includes tight deadlines.

· Collaborative, flexible approach and the ability to work as part of a team.

· Self-sufficiency and ability to work on your own initiative.

Essential experience

· Two to three years of work experience including grant management and proposal development.

· Demonstrable experience of working collaboratively with internal and external contacts to put together complex funding proposals to institutional or other similar funders.

· Demonstrable experience of working with complex budgets and financial information and monitoring.**

Desirable experience

· Experience of working directly with implementing partners in the development of proposals.
