Specification

The Programme Director (COP) will be responsible for providing leadership, management, strategic direction, technical guidance, and facilitating collaboration between USAID/Lesotho and all other counterparts and implementing partners involved with the program. The Programme Director will lead the collaboration of partners and advisors to ensure that the design, implementation, monitoring & evaluation, and progress of all program activities meet or exceed the strategic goals and objectives of the program. This position will be held by Aurum. The transition of the person to this position is contingent upon project award and funding.

Technical Responsibilities:

  • Provide technical and administrative oversight, fiscal management, and grants management to assure quality, impact, and cost effectiveness.
  • Manage the program startup and rollout of VMMc PREP program from USAID Lesotho. Ensure alignment with implementation strategies of the Ministry of Health/Lesotho, Biomedical Prevention frameworks and strategies, national and donor strategies- including PEPFAR and USAID strategies. S/he will identify opportunities for integrated planning and implementation creating synergies between various program areas.
  • Supervise program staff and partners and ensure the strategic and functional integration of all technical areas including sub partner teams, and management approach. Promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for project staff in Lesotho, as well as the support team members in sub partners and community-based organizations (cbo) management units.
  • Establish and manage committees and forums where the directors, advisors and the leads of technical services regularly discuss strategic program, technical, monitoring, reporting and operational issues to keep project on the cutting edge.
  • Coach project staff in leveraging project, non-project and community resources through the establishment and maintenance of partnerships and networks.
  • Serve as principal and managerial point of contact with USAID/Lesotho and AOR and PEPFAR activity managers. Establish and maintain positive, collaborative and productive working relationships with implementing partners, ministries of health and other country key counterparts.
  • Ensure programmatic alignment with the MOH communicable disease program, respective National Health and HIV Strategies and PEPFAR frameworks.
  • Coordinate with and create linkages with other PEPFAR funded implementing partners (bilateral and regional).
  • Oversee the completion of all technical requirements, including tracking all program indicators and deliverables, and ensuring that all outcomes and objectives are met in accordance with project plan.
  • Prepare and timely submit technical and financial reports to USAID on a quarterly and annual basis.
  • Oversee a project M&E strategy to improve reporting and evidence-based decision making in key districts.
  • Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments.

Requirements

Qualifications:

  • MD, MPH, PhD or Master’s degree in a related field
  • 15+ years of relevant experience successfully leading and managing health sector programs
  • Experience negotiating and partnering with government representatives, for profit private sector entities, local community organizations, donors and other stakeholders, including PEPFAR
  • Ability to develop and adhere to high-level budgets of up to several million dollars encompassing multiple program areas spread across large geographies
  • Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables
  • Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit
  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and donor organizations
  • Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is strongly preferred
  • Experience working on USAID, PEPFAR, and/or other donor-funded HIV/AIDS, treatment, care and support projects or programs
  • Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects
  • Must be able to travel for occasional international travel to participate in global or regional conferences and/or meetings as requested
  • Excellent communicator with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and district levels, service orientated NGOs, civil society organizations, donors, etc.
  • Must demonstrate exceptional written and oral communication skills in English. Preferable to speak Sesotho and/or Southern African languages
  • Advanced Word, Excel and PowerPoint experience. Preferred experience with project, grant and budget monitoring tools including CRM systems

NB: Non -Lesotho citizens must have a valid work-permit
