Project Overview and Role:
* Palladium is seeking a Programme Co-ordinator to assist with the implementation of the SUNREF South Africa (Phase 2) Programme. SUNREF is a global programme implemented and funded by the Agence Française de Développement (AFD), to support financial institutions to invest in GHG reduction projects, specifically in the renewable energy and energy efficiency sectors.
* The objective of the SUNREF programme in South Africa is to support the Industrial Development Corporation (IDC), a South African Government owned Development Finance Institution, to make these types of investments.
* The programme has two elements to support this objective. The first is the provision of a debt only concess ionary credit line to the IDC, targeted at the financing of renewable energy and energy efficiency projects in South Africa only. The second is a Technical Assistance Facility (TAF) that supports the IDC in accessing and managing the credit line. The TAF does this in a number of ways including: de-risking projects by contracting consultants to undertake independent assessments of specific aspects of potential investments (these can be technical or financial aspects); capacity-building activities; and, project origination. The TAF is based at the South African National Energy Development Institute (SANEDI).
* The role of the Programme Co-ordinator includes all activities to support the successful implementation at an operational and administrative level. These activities include, but are not limited to, the following: consultant contracting and financial management; event organisation; programme monitoring; and, programme reporting.
* The Programme Co-ordinator is a ke y part of the SUNREF team, supporting the Team Leader to effectively implement SUNREF in South Africa and ensuring it delivers on its objectives.

Primary Duties and Responsibilities:

Programme Reporting and Monitoring Support
* Assist the team Leader in the development and review of monthly, quarterly and semi-annual reports.
* Update on a continuous basis the programme’s investment and technical assistance tracking sheets.

Administrative and Operational Support
* Ensure the effective implementation of all programme related meetings. This will include venue booking, agenda development and writing.
* Ensure the effective implementation of all programme related events, including workshops and seminars. This will include all activities related to participant communication and management.
* Effectively structure and manage the programme filing system on an ongoing basis.

Consultant Management
* All activities related to the procurement of consultants for technical assistance assignments. This will include, but not be limited to, the following: consultant identification; managing bidding processes; proposal evaluation support; obtaining the required approvals for consultant selection; and, support to the development of consultant contracts.
* All activities related to the ongoing management of the consultants chosen to deliver technical assistance assignments. This will include, but not be limited to, the following: invoice management and checking; budget monitoring; and, provision of support to consultants as required (e.g. with regard to logistics).

Financial Management
* All activities related to the financial management of the project. This will include, but not be limited to, the following: continuously monitoring and updating the project budget against actual spending; manage all invoicing requirements in cooperation with Palladium head office; developing spending forecasts; and, developing the required input for the financial elements of the quarterly and semi-annual reports.

Required Qualifications:
* Educated to university degree level or above.
* Experience of working on renewable energy and/or energy efficiency programmes and/or projects in South Africa.
* Understanding of the key stakeholders, and their roles, within the renewable energy and energy efficiency sectors in South Africa. This should be supported by a solid network with these stakeholders.
* Experience of undertaking all administrative, operational and financial activities associated with the effective implementation of programmes supported by international co-operation partners (ICPs) and DFIs.
* Must have shown, in previous assignments, excellent organisational skills, the ability to prioritise and manage workloads, and the ability to build relationships with stakeholders.

Duration: 01 July 2020 to 31 December 2020 (6 months)
Location: Johannesburg, South Africa
Time Commitment Required: 3 days per week
