Position Summary:

The District Programme Coordinators will coordinate DREAMS implementation at district level, providing day-to-day support, supervision, and oversight of implementing social workers and managing partnerships in support of programme targets.  The Coordinator will be responsible for managing memorandums of understanding across PEPFAR DREAMS partners ensuring that all beneficiaries access family strengthening interventions as well as layered interventions provided by partners.

Key Duties and Responsibilities:
Facilitate the development of MOUs with other DREAMS implementing partners in the district supporting bi-directional referrals of beneficiaries
Participate in district DREAMS implementing partner forums to improve programme implementation
Lead in the facilitation of community meetings with DSD, DOH and local NPOs to strengthen referral systems for the AGYW including the development of standard operating procedures in support of referrals
Ensure referral to other DREAMS interventions, namely ECD, CCI (Stepping Stones), NACOSA (Impower), FHI360 (Safe Space and Economic Strengthening), Health interventions (WITSRHI)
Ensure referral to GCBS Comprehensive care package emphasizing referrals to access:
PREP
Sexual Reproductive Health
HIV risk assessment and testing
HIV disclosure and adherence support
Access to education
Response to GBV
Develop and oversee district implementation plan aligned with targets, proactively resolving issues and initiating appropriate corrective action
Lead in training of subawardees and DREAMS implementing staff on Let’s Talk Programme

Provide weekly supervision, support, and oversight to DREAMS social workers assisting them in developing monthly and weekly work plans to ensure the implementation of key DREAMS activities.
Manage staff performance in line with the prescribed KPAs and Pact objectives and values.
Provide mentoring and guidance to social workers, supporting direct service delivery to individual beneficiaries (case work), keeping up to date with new developments in the field and supportive active problem solving when necessary
Provide administrative oversight of personnel tracking completion site check lists, timesheets, monthly reports, travel requests, trip reports escalating these to the relevant departments timely
Produce monthly, quarterly, semi- annual and annual narrative programme performance reports to the Supervisor/DSD/Donor as required
Supervise effective monitoring of the programme by checking that data is captured correctly
Education and Experience Required:
Bachelor’s degree in Social Work.
3 years’ experience within the child protection sector.
Experience in community project/ programme design implementation and management
Previous experience working with or within the South African Government, preferably at DSD or similar agency;
Knowledge of participatory training approaches and methods.
Ability to initiate and manage functional partnerships.
Knowledge and Expertise in Social and Behavioral Change programmes
Strong team player with the ability to navigate complex organisational structures and motivate people for programme participation.
Excellent communication skills, both verbal and written.
Strong interpersonal skills – must have a proven ability to develop and communicate a common vision among diverse counterparts.
Fully computer literate.
Must be a South African national with fluency in English and preferably local indigenous South African languages.
Must be registered with the South African Council for Social Service Professions.
Should be in possession of a valid driver’s license and own car and be able to travel long distances between services points within elected districts.
