The United Nations Framework Convention on Climate Change (UNFCCC) is inviting applications for the position of Programme Budget Officer (P-3) within the Administration and Operations Division – Financial Resources Management Unit (FRMU). Contract Duration: 2 years, with the possibility of extension.

Job Purpose:
The Programme Budget Officer will support financial resources management, programme budgeting, budget administration, donor reporting, and financial analysis. The successful candidate will work closely with the Chief of the Financial Resources Management Unit and the Budget and Finance teams to ensure efficient financial planning, reporting, and compliance with United Nations financial regulations.
Key Responsibilities:
Financial Resources Management
- Coordinate the mapping of supplementary funded projects.
- Support programme teams in preparing project proposals and donor reports.
- Assist the Resource Mobilization Unit with financial information for fundraising.
- Develop financial reports, dashboards, and management reports using Umoja Analytics.
- Prepare financial information for performance documents.
- Support updates to delegation of authority documentation.
- Conduct financial reviews related to the UNFCCC project structure in Umoja.
Budget Preparation
- Review and analyse budget proposals and cost estimates.
- Support managers in preparing budget submissions.
- Review financial implications of programme proposals.
- Contribute to programme budget documents, narratives, tables, and annexes.
Budget Administration
- Issue budget allotments and redeploy funds where necessary.
- Monitor budget implementation and expenditure.
- Administer and monitor extra-budgetary resources.
- Prepare budget performance reports.
- Support preparation of financial reports for donors.
General Duties
- Keep up to date with UN budget policies, procedures, and financial regulations.
- Perform other related duties as assigned.
Required Qualifications:
- Master’s degree in Business Administration, Finance, Accounting, or a related field.
- A Bachelor’s degree with an additional two years of qualifying experience may be accepted in lieu of a Master’s degree.
- Professional certification such as CA, CPA, CIMA, or ACCA is an added advantage.
Experience:
- At least 5 years of progressively responsible experience in finance, budgeting, business administration, or a related field.
- Experience in programme budgeting and budget analysis within an international or intergovernmental organization is highly desirable.
- Experience in data analytics, dashboard development, and financial reporting is highly desirable.
Required Skills:
- Knowledge of IPSAS and ERP systems (preferably Umoja).
- Strong understanding of results-based budgeting.
- Knowledge of UN Financial Regulations and Rules is highly desirable.
- Knowledge of UN accounting systems and procedures.
- Strong analytical, financial reporting, and stakeholder engagement skills.
Language Requirements:
- Excellent written and spoken English.
- Knowledge of another UN official language is an advantage.
