CHAI-Lesotho is seeking an experienced and self-motivated Program Officer – Scaling-up Access to Medical Oxygen, to support the Ministry of Health (MoH) in strengthening capacity for sustainable medical oxygen systems, oxygen delivery and use including working with the MoH Estates Management Unit (EMU) to support health facilities in oxygen related equipment use and maintenance. The role will be a direct contribution to the existing MoH capacity for oxygen facilities use and maintenance. Therefore, the Program Officer will work to build counterpart capacities at the different levels and support the establishment of an equipment and accessories list for delivery and use of medical oxygen for the country. This position will work with Government officials and partners and must have excellent relationship building and communication skills. S/he must be able to function independently with minimal oversight and have a strong commitment to excellence with a keen eye for detail.

This position will be based in Maseru, Lesotho.

Responsibilities

• Provide programmatic and implementation support to and ensure complementarity of CHAI’s oxygen support to the MoH to attain overall program objectives
• Support the Estates Management Unit to develop the first national Reference Medical Oxygen Equipment and Accessories list
• In collaboration with the MoH and partners, support development and implementation of oxygen facilities maintenance plans including supporting health facilities with tools and guidance for identifying and reporting equipment and accessories for servicing/maintenance
• Develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
• Support the Ministry of Health and partners to build relevant technical capacity in the districts and health facilities for ensuring continuous oxygen availability and use
• Develop and maintain strong engagement with key stakeholders and partners in the medical oxygen space, including in the districts and health facilities in coordination with the Program Associate
• Exhibit and practice exceptional problem-solving skills, entrepreneurial spirit, able to operate without extensive structural or operational support
• Perform any other tasks assigned by the Program Manager

Qualifications

• Bachelor’s degree in Engineering, with a minimum of 1-3 years’ professional work experience in a related fast-paced work environment
• Experience in providing hands-on support and on-job training to strengthen individual/institutional capacity in the health sector/medical field is essential.
• Ability to learn on the job quickly and absorb and synthesize a broad range of information
• Ability to work on complex problems without extensive support
• Ability to react quickly to ad-hoc requests while managing an existing workload and meeting deadlines
• High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word
• Experience working with governments and international partners
• Excellent problem solving, analytical and quantitative skills, and a commitment to improvement and creative thinking with a capacity to critically assess and develop stronger solutions and processes
• Exceptional interpersonal, written and verbal communication skills, and an ability to build professional relationships with key stakeholders, negotiate and achieve consensus
• Goal-oriented and with high attention to detail
