Program Officer

Location: Fully Remote (Work from Home)

Travel: Occasional international travel required

Compensation: US$60,000 – US$79,000 per year (commensurate with experience)

Position Summary

The Greenhouse Gas Management Institute (GHGMI) is seeking a Program Officer to support the design, implementation, and management of international climate change and greenhouse gas (GHG) capacity-building initiatives.

The successful candidate will support technically rigorous projects that strengthen greenhouse gas measurement, reporting, and verification (MRV) systems, greenhouse gas inventories, mitigation planning, transparency, and climate governance worldwide.

This role involves coordinating multiple donor-funded international projects, working with technical experts, consultants, and partners to ensure projects are delivered on time, within budget, and in accordance with donor requirements.

Key Responsibilities

Programme and Project Support
  • Anticipate programme and project needs to ensure effective, timely, and cost-efficient implementation.
  • Develop project work plans and monitor progress against deliverables.
  • Organise, coordinate, and lead technical working groups, meetings, and virtual engagements with internal teams and external partners.
  • Collaborate across the organisation to identify strategic approaches to programme implementation.
  • Coordinate grant reporting and ensure compliance with donor financial policies and procedures.
  • Maintain positive relationships with donors and funding partners.
  • Participate in and coordinate new grant proposal opportunities.
  • Identify and implement improvements to projects and programmes.
  • Draft scopes of work and schedules for project fellows and subcontractors.
Technical Delivery
  • Provide technical support to Programme Directors and Project Managers.
  • Research, analyse, and prepare technical reports, papers, guidance documents, and communication materials.
  • Develop and deliver capacity-building training materials on MRV topics.
  • Use software tools and analytical models to develop greenhouse gas inventories and mitigation assessments.
  • Produce engaging technical content that educates greenhouse gas professionals on carbon management topics.
External Representation
  • Build and maintain positive relationships with partners, stakeholder organisations, and senior government representatives.
  • Represent GHGMI externally and strengthen the organisation’s profile.
  • Deliver presentations and contribute to blogs and publications on emerging climate and greenhouse gas management topics.

Required Qualifications

Applicants must have:

  • A Bachelor’s degree in Environmental Science, Engineering, Economics, Public Policy, Climate Science, International Development, or a related field.
  • Three to five years of relevant experience supporting climate change, greenhouse gas accounting, MRV, or international development projects.
  • Strong analytical and problem-solving skills.
  • Experience supporting donor-funded international projects.
  • Strong project planning and organisational skills.
  • Exceptional technical writing and editing skills.
  • Experience preparing technical reports and donor deliverables.
  • Strong interpersonal and relationship-building skills.
  • The ability to work independently in a remote international environment.
  • Excellent written and verbal communication skills in English.
  • Willingness to travel internationally.

Preferred Qualifications

Preference will be given to candidates with:

  • A Master’s degree in a relevant field.
  • Experience supporting implementation of the Paris Agreement, Enhanced Transparency Framework, or national climate reporting.
  • Experience developing greenhouse gas inventories or mitigation assessments.
  • Experience with carbon markets.
  • Experience with adaptation measurement and reporting.
  • Experience designing and delivering technical training.
  • Familiarity with greenhouse gas accounting software, analytical models, and MRV tools.
  • Experience working with international consultants and multidisciplinary project teams.
  • Experience preparing successful grant proposals.
  • Fluency in one or more additional United Nations languages, particularly French and/or Spanish.
