TITLE: Program Manager ( Fixed Term Contract 1-Year)

SUMMARY: Faith, Community Initiative

The purpose of this position is to manage all activities under the Faith, Community Initiative Faith through CDC. The Program Manger will be responsible for ensuring the successful implementation of the following activities through a sub-award;

   Engage mother bodies to disseminate new messages of hope (intra-faith), in faith and community infrastructures vertically, from national to district to local

   Engage     interfaith     district      religious      leaders’      forums     or     linkages of community/schools/religious setting to disseminate new messages of hope horizontally, through churches/mosques, schools, and communities

   Implement targeted HIV testing and HIV self-testing, linkage, and retentionin faith communities

   Decrease stigma and non-adherence related to faith healing

This position is based at PSI Head Office in Maseru and reports to Program Director. Expected travel – 60%.

ROLES & RESPONSIBILITIES:

Responsibilities include, but are not limited to:

Project Management

National Level

   Represent PSI at Lesotho Faith Based Steering Committee and relevant stakeholder meetings.

   Play a leading role in the review and updating of the “Sunday” pack with the key messages of hope.

   Participate in the training of the faith based mother bodies, interreligious leaders through religious leader’s forums on key messages of hope.

   Lead collaboration between implementing partners, MoH and donors on the faith and community initiative (FCI).

   Work closely with the Marketing and Communication Department to ensure new messages of hope are disseminated in Faith and Community infrastructures from National to District and/or local.

   Provide technical guidance to sub partners on Targeted HIV Testing and HIV Self-Testing Services, linkage to Care and Treatment and retention.

   Collaborate with other implementing partners to ensure successful linkage for confirmatory HTS post HIV self-testing in the faith communities.

   Work in consultation with PSI M&E/Research Department in identifying the areas to target for service delivery and in development of tools specific to FCI.

Information, Communication and Learning

   Ensure that relevant FCI IEC materials on relevant topics of interest to clients are available to sub award partners at all times and in good condition and accessibility of both male and female condoms.

   Ensure that experiences and best practices are documented and shared across the organization on FCI implementation.

Collaboration and Partnership

   Liaise with relevant network partners to build harmonious relations and joint decision making related to FCI.

   Organize meetings with relevant stakeholders operating in FCI initiative and or those who are directly contributing to the FCI implementation. Represent PSI in meetings relating to FCI. Lead FCI discussions and sharing of lessons on the implementation.

Human Resource Management

   Work with Senior HTS Program Manager to ensure adequate capacity building.

   Ensure that staff are allocated responsibilities in manner that is responsive to meeting the specified goals of the project;

   Ensures adherence to quality assurance compliance objectives and QA procedures in conjunction with staff.

   Looks after welfare of staff under your supervision and address their concerns;

   Supervises, motivates and manages performance of supervisees;

EDUCATION QUALIFICATION AND WORK EXPERIENCE:

   A Degree in Health Sciences, Psychology, Counseling, or any other related field plus 3-4 years’ in HTS management.

   A Post Graduate Qualification is required.

KEY COMPETENCIES:

  Ability to perform according to PSI Prime competencies

  Knowledge of reproductive health issues, particularly HIV/AIDS

  Knowledge of the Lesotho Health and Social Services Sector

   Ability and willingness to work outside normal working hours, as required by scheduling

   Demonstrate ability to work sensitively and compassionately with a diverse range of people including Key population groups

  Strong interpersonal skills, including fluency in English and Sesotho

  Personal commitment to the fight against HIV/AIDS

  Strong local knowledge of MOH hospitals, health centers and clinics

  Computer proficient
