The Resettlement Support Center (CWS RSC Africa) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. CWS RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. CWS RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya with a sub-office in Pretoria, South Africa.

PROGRAM COORDINATOR

This position is responsible for management of USRAP Processing and cultural orientation in South Africa. This includes coordinating workflow for the Field Processing, Africa Regional Deployment Unit and Cultural Orientation units in South Africa, ensuring that RSC processing priorities and targets are met and that standard operating procedures are strictly followed. The position is also responsible for coordinating among the various units, maintaining effective relationships with partners, and providing leadership on all processing and cultural orientation issues in South Africa. The position is a member of the RSC Africa Leadership Team.
 
The Program Coordinator will be responsible for the following duties:
Ensures all refugee case processing, cultural orientation and deployment functions within the South Africa Program unit strictly adhere to DOS/BPRM, USCIS, RPC, CWS and RSC Africa policies, guidelines and procedures.
Maintains regular communication with the UNHCR Division for International Protection to ensure CWS RSC Africa deployments to UNHCR offices are compliant with all UNHCR policies.
Oversees the development, implementation, dissemination and monitoring of standard operating procedures (SOPs) for processing of refugees eligible for the US Refugee Admissions Program in South Africa.
Leads regular departmental process reviews to compare requirements vs. current processing and outputs.
Oversees the development and maintenance of departmental reports and quality control (QC) checks.
Ensure reports are accurate and efficient.
Develops annual/monthly projections to inform Programs Division priorities, with a focus on South Africa program activities.
Maintains effective relationships with RSC Africa/USRAP partners, including PRM, USCIS, IOM, UNHCR, RPC and domestic Resettlement Agencies.
Ensures partner communication from the South Africa Program unit is professional, timely and proactive.
Provides direct supervision and leadership to the Field Processing Manager, Africa Regional Deployment Unit Manager, and Cultural Orientation Supervisor, including yearly performance evaluations, monitoring professional development, and coordinating leave.
The Program Coordinator must meet the following criteria:
Bachelor’s Degree in a related field required. or four (4) years of paid work experience in lieu of a Bachelor’s Degree required
Master’s Degree preferred. Knowledge of South African laws and customs preferred
Ten (10) years of paid work experience is required.
Five (5) years of direct supervisory experience with responsibility for hiring, evaluating performance, administering corrective action and directing day to day work is required.
Thorough knowledge and comprehensive understanding of the US Refugee Admissions Program and START database.
Detailed knowledge of case processing SOPs and the role of START in case processing.
Strong analytical skills and excellent report-generation skills with the ability to understand, process and document information for a variety of audiences.
Strong supervisory skills and understanding of performance management systems.
Excellent organizational and time management skills.
The candidate should be of good health, willing and able to travel extensively in often difficult conditions throughout Sub-Saharan Africa, and have a high degree of flexibility.
