REQUEST FOR EXPRESSIONS OF INTEREST

1. Background

The Government of Lesotho has received financing from the International Fund for Agricultural Development (IFAD) for the Wool and Mohair Value Chain Competitiveness Project (WaMCoP). Part of the proceeds will be used to recruit an individual consultant for the Productive Alliances Consultancy assignment.

All IFAD financing is subject to IFAD’s approval and governed by its rules, policies, and procedures. IFAD and its officials, agents, and employees shall be held harmless from any claims or liabilities arising from this project.


2. Scope of Services

The consultancy involves improving three strategic supply chains using a productive alliance approach. The assignment duration is two months (eight weeks).

The consultant will work under the supervision of the WaMCoP Project Coordination Unit (PCU), with support from the Department of Marketing (DOM)Department of Livestock Services (DLS), and IFAD.

4. Compliance and Ethics

Interested consultants must comply with:

  • IFAD’s Anti-Money Laundering and Countering the Financing of Terrorism Policy
  • IFAD’s Policy on Preventing Fraud and Corruption
  • IFAD’s Policy on Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse (SEA)
  • IFAD’s Privacy Policy

Consultants must not have any actual, potential, or perceived conflict of interest. Any such situation must be disclosed and may result in disqualification.


5. Conflict of Interest Rules

  • No current client board members or employees may be proposed or work on behalf of any consultant.
  • Government employees may only participate if they are on leave without pay or have resigned/retired before contract award.
  • Consultants must obtain written “no-objection” from the client if proposing individuals who left the client within the past 12 months.

6. Eligibility and Qualifications

Shortlisting Criteria:

  • Minimum Master’s Degree in Agribusiness, Agricultural Economics, Social Sciences, Business Development, or related field
  • At least 5 years’ experience in productive alliances or collaborative arrangements, especially in agriculture
  • Minimum 3 years’ experience conducting productive alliance trainings
  • Experience in developing productive alliances for wool and mohair is an added advantage
  • Proven track record in capacity building for staff on productive alliances
  • Demonstrated knowledge of regulatory frameworkstechnologiesmarket requirements, and entrepreneurial/management skills

7. Clarifications

Requests for clarification must be submitted via email by 12:00 hrs on 28 July 2025 (Lesotho time).
Responses will be provided by 16:00 hrs on 30 July 2025 (Lesotho time).
