Position: Procurement Supply Chain Management Specialist (Seconded to NDoH) – Pretoria

AQUITY’s programmatic focus areas include HIV, TB, health systems strengthening, capacity development Orphans and Vulnerable Children as well as other interventions targeting key populations.

Programme and Vacancy overview:

AQUITY Innovations NPC has been appointed by the National Department of Health to serve as one of the GLOBAL FUND TB Sub-Recipients (SRs) in South Africa. The project activities are implemented in Mpumalanga (Ehlanzeni district) and Eastern Cape provinces. (OR Tambo and Buffalo City Metro districts). As such we seek to employ the following:
AQUITY seeks to appoint Procurement Supply Chain Management Specialist (Seconded to NDoH) to be based in Pretoria.

Remuneration: ​Annual Total Cost to Company of R 1,110,192.00

JOB PURPOSE

Manage the pharmaceuticals and health products procurement and Supply Chain Management (PSM) aspects of the Global Fund and ensure compliance with the funder’s requirements.

Roles and Responsibilities:
Manage implementation of pharmaceuticals and health products (PHPM) procurement and supply management (PSM) policies, procedures and guidelines for the chief directorate.
Conduct assessment of policy environment and monitor implementation of guidelines/policy and adherence to procedures.
Oversee that pharmaceutical health products procurement and PSM procedures are in compliance with global fund procurement policies and government procurement regulations in the country and all global fund requirements of the PSM plan are complied with.
Liaise with various stakeholders on PSM, reviewing documentation and reports, tracking performance of PSM indicators.
Ensure timeliness and quality of execution of the procurement process, identify and coordinate resolutions of bottlenecks (including finding ways to accelerate procurement or increase cost-effective of procurement).
Identify capacity gaps and mobilize technical assistance and/or conduct training.
Liaise with the relevant stakeholders including the local fund agent (LFA) and global fund on reports on PSM LoHP projects submitted by sub recipient (SR) implementing PSM activities
Manage PSM financial resources by monitoring utilization of funding on prequalified products (WHO and Global Fund Quality Assurance Policy)
Ensure that a risk identification and mitigation plan exist for all PHPM and PSM activities.
Inherent Requirement
Sound and in-depth knowledge of relevant pharmaceuticals and health products, Procurement and Supply Management environment including understanding of quantification and forecasting procedures,
Broad knowledge and understanding of the Department’s programs and priorities.
Sound and in-depth knowledge of relevant legislation.
Knowledge of the Global Fund policies, Pharmaceuticals and Health Products Management policies
Sound and in-depth knowledge of regulatory scientific and technical requirements for pharmaceuticals procedures and processes.
Broad knowledge of the HIV & AIDS and TB programmes.
Sound and in-depth knowledge of relevant legislation.
Conversant with health product flows to and at the last mile.
Required Skills
Required skills include People Management, Analysis, Problem Solving, Policy Analysis and Development, Strategic Planning, Time management, Good Communication Skills (presentation and report writing).
 In addition, the incumbent must possess, Group Dynamics, Diversity Management, Change and Knowledge Management, Project Management, Leadership Skills, Planning and Organization skills.
Qualification and Experience requirements
An undergraduate qualification (NQF) in Health Science, Pharmacy or equivalent qualification in Management Science
Qualification in procurement and supply chain management. A post graduate qualification will be an added advantage.
At least 3 years’ experience in Procurement and Management on Pharmaceuticals and Health Product Management (PHPM), preferable in middle management.
Experience in dealing with drugs, commodities and health products for HIV & AIDS and TB services is essential.
Previous experience in the development of Donor Procurement and Supply Chain Management for pharmaceuticals and health products.
Ability to interact with key players in Health Care and ability to communicate at all levels including Internal Stakeholders (Director-General, Deputy Directors General, Chief Directors and Directors), Global Fund Senior Technical Experts, Local Fund Agent, Industry Technical Experts, National Health Laboratory Services, Sector Wide Procurement, Private Sector Organizations, Non-Government Organizations (NGOs), Health Regulatory Agencies, Auditors
