1. Project Background
The Government of Lesotho has received financing from the World Bank toward the cost of the Lesotho Nutrition Health Systems Strengthening Project (LNHSSP) and intends to apply part of the proceeds toward payments under the contract for Procurement, Supply, and Delivery of Village Health Workers replenishments (Pharmaceuticals and Medical Consumables).
2. Scope of Procurement
The Ministry of Health now invites sealed Bids from eligible Bidders for Supply and Delivery of Nutritional Supplements as per Table I below:

3. Procurement Method
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Access to Bidding Documents
Interested eligible Bidders may obtain further information from the Ministry of Health Project Implementing Unit via email at [email protected] and inspect the bidding document during office hours (09:00 to 16:00) at:

The bidding document in English may be requested by interested Bidders upon the submission of a written application to the address above stating their business name, email address, contact details, and contact person.
5. Bid Submission
- Deadline: Bids must be delivered to the address above on or before 28th August 2025 before 10:00 Hour.
- Opening: Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the same address on 28th August 2025 before 10:30 Hour.
- Note: Electronic Bidding will not be permitted. Late Bids will be rejected.
6. Bid Requirements
All Bids must be accompanied by:
- Bid Security: LSL 340,000.00 or USD 18,500.00 from a commercial bank in Maloti currency or equivalent foreign currency
- Mandatory Documents:
- Power of Attorney
- Trader’s License
- Tax Clearance Certificate or equivalent from country of registration
- Signed Bid Form
- Signed Price Schedule
- Sample in original packaging sealed bearing no identification marks
Failure to submit the above along with your bid may result in disqualification during evaluations.
7. Additional Notes
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
The Ministry of Health reserves the right to cancel the procurement process at any stage before bid opening, during the bidding process, or prior to awarding the contract without incurring liability or obligation to any bidder. Cancellation may occur due to changes in project requirements, budget constraints, administrative or technical challenges, irregularities, non-compliance with regulations, or if the process no longer aligns with project objectives or funding availability.
