1. Background
The Government of Lesotho has received financing from the World Bank toward the cost of the Lesotho Nutrition Health Systems Strengthening Project (LNHSSP) and intends to apply part of the proceeds toward payments under the contract for the Procurement, Supply, and Delivery of Nutritional Supplements.
2. Scope of Goods
The Ministry of Health invites sealed bids from eligible bidders for the supply and delivery of nutritional supplements as per the table below:

3. Procurement Method
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023, and is open to all eligible bidders as defined in the Procurement Regulations.
4. Access to Bidding Documents
Interested eligible bidders may obtain further information from the Ministry of Health Project Implementing Unit via email: [email protected].

Hours: 09:00 to 16:00
Documents may be requested in writing, stating the business name, email address, contact details, and contact person.
5. Bid Submission
- Deadline: 28 August 2025, before 10:00 hrs
- Opening: 28 August 2025, at 10:30 hrs
- Location: Ministry of Health, Corner Constitutional and Linare Road, Maseru
- Electronic Bidding: Not permitted
- Late Bids: Will be rejected
- Bid Security: LSL 500,000.00 or USD 27,800.00 (from a commercial bank, valid for 118 days until 20 December 2025)
6. Mandatory Documents
All bids must be accompanied by:
- Bid Security
- Power of Attorney
- Trader’s License and Tax Clearance (or equivalent from country of registration)
- Signed Bid Form and Price Schedule
- Samples in original packaging, sealed and bearing no identification marks
Failure to submit the above may result in disqualification during evaluations.
7. Beneficial Ownership Disclosure
Attention is drawn to the Procurement Regulations requiring the disclosure of the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
8. Right to Cancel
The Ministry of Health reserves the right to cancel the procurement process at any stage before bid opening, during the bidding process, or prior to awarding the contract without incurring liability or obligation to any bidder. Cancellation may occur due to changes in project requirements, budget constraints, administrative or technical challenges, irregularities, non-compliance with regulations, or misalignment with project objectives or funding availability.
