Lesotho Renewable Energy and Energy Access Project (LREEAP) Procurement Specialist in the Strategy, Planning and Projects Division

The Lesotho Electricity Company (PTY) Ltd hereby invites suitably qualified Lesotho nationals for the above-mentioned position on a four (4) year contract. The incumbent will be responsible to Project Manager LREEAP. The position is tenable in Maseru, within the LREEAP.

QUALIFICATIONS
. Bachelor’s degree in Social Sciences or Applied Sciences or equivalent

EXPERIENCE & OTHER REQUIREMENTS

Experience:
a) Minimum of 10 years’ experience in public procurement, 5 years of which should have been in handling procurement activities using World Bank and African Development Bank (AfDB) procurement guidelines
b) Knowledge of/experience with World Bank/other international development organizations’ procurement procedures;
c) Good knowledge of the institutional, technical, and commercial aspects of procurement;
d) Fluency in spoken English and ability to write reports and documents in English is required;
e) Computer skills, knowledge of Microsoft Office Suite especially, Word, Excel and PowerPoint;
f) Must have a valid drivers’ license

KEY PERFORMANCE AREAS

Among others, the incumbent will be responsible for performing the following:

a) Accountable for ensuring that all procurement under the project is conducted in accordance with the World Bank procurement rules and procedures as well as nationally procured goods, services and works.
b) Review all available project documents to facilitate the establishment of procurement procedures for the management and implementation of the project;

c) Establishment of a procurement management system for the Project Management Unit (PMU) based on the World bank Rules & Procedures for the procurement of goods, non-consulting services and consultancy services as well as national procurement policies and guidelines;

d) Set up a procurement management tracking system for the PMU that would monitor the implementation of procurement activities;

e) Using the Bank’s Standard procurement documents, prepare Bidding Documents and Request for Proposals (RFP), Request for Quotations, Letters of Invitations, clarifications/amendments to procurement documentation, minutes of the Evaluation Committees and negotiation meetings, Evaluation Reports, contract award decisions, etc.
