The Government of Lesotho has received financing from the African Development Bank toward the cost of implementing the Institutional Support Project for Debt and Expenditure Management Project through support of the African Development Fund and intends to apply part of the agreed amount for this grant to payments under the contract for Individual Consultancy Services as Procurement Specialist for a period of 6 working months spread out over a period of 1 year (i.e. 1.5 working months per quarter).
The objective of this position is to provide the technical assistance to the Executing Agency in addressing all issues relating to the aspects of Procurement as detailed in the Terms of Reference to ensure compliance with the African Development Bank’s Rule and Procedures for procurement of Goods, Works, Non-Consultancy and Consultancy Services.
The Ministry of Finance and Development Planning now invites eligible individuals to indicate their interest in providing these services. Interested individual consultants are requested to submit their expressions of interest which should clearly demonstrate their qualifications, skills and experience as Procurement Specialist. The minimum requirements for the eligible individuals include; Bachelor’s Degree in Purchasing and Supply, Business Management/Administration/BABE/BCOM Management/ Marketing or related field plus Foundation Diploma in Purchasing and Supply with good knowledge and experience in donor procurement procedures of least five (5) years relevant experience, of which three (3) years continuous experience is in procurement with the African Development Bank (AfDB) or similar development finance institutions.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants,” 2015, Framework, which is available on the Bank’s website at http://www.afdb.org.
