Applications are invited from suitably qualified local candidates for the following vacant position tenable at the Ministry of Tourism, Sports, Arts and Culture.


POSITION DETAILS

JOB SUMMARY

To implement policies relating to the procurement of goods, works and services for use by the organisation, in line with applicable laws, regulations and approved procedures.


MAIN DUTIES

1. Administration of the Procurement Unit

  • Implements procurement activities in line with the Regulations, Procurement Manual, Procurement Process Operating Instructions and other applicable directives.
  • Consolidates procurement documentation to ensure procurement of goods, works and services is carried out in accordance with the Annual Procurement Plan to achieve value for money.
  • Conducts day‑to‑day administration of the Procurement Unit to ensure effective operations.

2. Implementation of the Procurement Legal Framework and Corruption Control Measures

  • Conducts necessary checks and avails information relating to procurement transactions to reduce fraud and corruption.
  • Reports suspected or confirmed cases of fraud to the Senior Procurement Officer for appropriate action.
  • Conducts initial scrutiny of requisitions received to ensure correct completion and authorization.
  • Liaises with user divisions to rectify errors or omissions and escalates unresolved issues to the Senior Procurement Officer.

3. Disposal of Unserviceable, Obsolete and Surplus Stores / Asset Items

  • Coordinates establishment of the Inspection Team for the disposal of stores and assets.
  • Assesses condition of stores/assets and, together with the Inspection Team, sets reserve values.
  • Prepares reports on the condition of assets and proposed reserve prices to ensure value for money.

4. Facilitation of the Procurement Process

  • Prepares draft invitations to tender, including draft contracts, and submits them to the Senior Procurement Officer for approval.
  • Ensures tender documents are complete and issued simultaneously to all potential bidders to ensure fairness.
  • Prepares advertisements and contract award notices for the Government Contracts Bulletin in accordance with statutory timelines.
  • Ensures appeals against procurement decisions are promptly escalated to senior management for timely resolution.

5. Supervision of Junior Staff and Stores Operations

  • Counter‑checks stock invoices for accuracy before forwarding for payment.
  • Maintains records of stock prices, supplier lists, specifications, catalogues and related documentation.
  • Obtains quotations for goods and services for price comparison following procurement approval.
  • Supervises junior staff and monitors stock levels and turnover.
  • Oversees accurate posting of inventory transactions and arranges periodic stock‑taking.
  • Conducts periodic physical inspections to ensure stock levels align with bin and ledger records.
  • Ensures adequate security and compliance with safety legislation and standards.
  • Ensures staff observe health and safety requirements relevant to their duties.

JOB SPECIFICATION

Education and Training Requirements

  • Master’s Degree in Purchasing and Supply Chain Management
    OR
  • Master’s Degree in Business Management / Administration / BABE / BCom Management / Marketing
    OR
  • Bachelor’s Degree in Purchasing and Supply with at least two (2) years’ experience as Assistant Procurement Officer
    OR
  • Bachelor’s Degree in Business Management / Administration / BABE / BCom Management / Marketing plus Foundation Diploma in Purchasing and Supply with at least three (3) years’ experience as Assistant Procurement Officer
    OR
  • Advanced Certificate in Purchasing and Supply with at least four (4) years’ experience at the level of Assistant Procurement Officer

Membership of a relevant professional body in procurement and supply chain management is an added advantage.


OTHER RELEVANT KNOWLEDGE

  • Knowledge of Public Service Rules and Regulations
  • Knowledge of Financial and Procurement Regulations

CORE COMPETENCIES

  • Ability to implement procurement regulations, manuals and operating instructions
  • Ability to draft procurement and contractual documents
  • Understanding of procurement risk and mitigation strategies
  • Proficiency in relevant software packages including Pastel‑V6, MS Word, Excel and PowerPoint
  • Ability to analyse and manage figures accurately
  • Knowledge of procurement, stock management and control procedures
  • Ability to work within prescribed timelines
  • Strong report‑writing and decision‑making skills
  • Ability to seek guidance appropriately from senior management
  • Strong teamwork, organisational and communication skills
  • Ability to manage workload and priorities effectively

RESPONSIBILITY

  • Responsible for ensuring adherence to procurement policies, guidelines and procedures
  • Responsible for control of expenditure and maintenance of government assets databases
  • Minimal responsibility for safety of others, particularly during site visits
  • Errors may significantly affect procurement outcomes and require high accuracy and concentration

  • Requires sound decision‑making for daily procurement operations
  • Requires strong problem‑solving skills when handling procurement‑related issues
  • Accountable to the Senior Procurement Officer and guided by relevant laws and regulations
  • Requires ability to manage change and promote continuous improvement
  • Involves management and sharing of procurement knowledge and data
  • High mental effort; minimal physical effort; moderate emotional effort
