Position Overview
Oversee and ensure excellent, timely procurement support services for SolidarMed which are in line with SolidarMed Procurement Policy, donor procurement standards and project guidelines. Spearhead the development and implementation of SolidarMed procurement plan.
Place Of Assignment
SolidarMed Maseru (with frequent travel to BB site and Mokhotlong Site)
Main Tasks and Responsibilities:
• Conduct regularly reviews of procurement policies, processes and guidelines to measure their effectiveness and applicability, including customer satisfaction and report to SolidarMed Management.
• Ensure adherence of SolidarMed Procurement Policies, procedures and documentation, to ensure compliance with SolidarMed & donor regulations and applicable legislation. Review specifications for procurement of equipment, supplies and services; and reviews and administer Request for Quotations (RFQs), Request for Proposals (RFPs) and Tenders;
• Adheres to strict No Conflict of interest policy.
• Coordinate and negotiate price quotations and prepares terms, conditions, and/or specifications for prospective procurements;
• Facilitate and lead procurement committee to develop or evaluate quotations or proposals;
• Maintains effective working relationships with co-workers, suppliers/vendors, and the general public through effective communication and conduct supplier performance reviews on regular basis.
• Analyses bids submitted and participate in the identification of the best bid;
• Ensure that Purchase Orders/Commitments tracker is in place and updates it periodically in liaison with Finance;
• Assists co-workers, vendors, and others with questions related to purchasing policies and procedures.
• Works with all departments to determine their procurement needs and ensure correct approvals on purchase requisitions in line with signature rules.
• Conducts research and performs cost analyses relevant to assigned projects or tasks;
• Coordinate, participate in, and/or train staff from Procurement and other SolidarMed Departments on SolidarMed Procurement Policies and Processes,
• Conduct capacity assessment and capacity building plans as per set framework / guidelines.
• Coordinate with internal stakeholders in monitoring the progress and submit progress reports to the management.
• Maintain a suppliers’ database, general procurement files and any other procurement related information.
• Provide input to Grant Proposals and Projects designs.
• Prepares all monthly, quarterly and annual reports and submit as requested.
• Responsible for vendors contracts management inclusive of developing, reviews and renewals.
• Fully conversant in Customs and clearance regulations.
Skills, Required Experience and Competencies:
– Experience in preparing bids, technical specifications, and contractual agreements;
– Knowledge of procurement rules and regulations governing grants and cooperative agreements will be an added advantage;
– Ability to conduct research and apply independent judgment and technical knowledge to analysing quotations/bids, evaluating equipment and/or service quality, and comparing specifications and prices of competitive items;
– Honesty and integrity when handling procurements.
– Proven ability to work both independently and as an effective team member;
– Proven ability to prioritize and handle multiple on-going assignments;
– Proficiency in Microsoft office, particularly Excel;
– Excellent organizational skills;
– Excellent time management;
– Proven analytical and problem-solving ability
Qualifications
Essential
– Bachelor’s Degree in Procurement; Purchasing and Supply Chain Management/Business management; or related field.
– Minimum of Five (5) year’s relevant experience.
