JOB VACANCY
POSITION: Procurement Officer
RESPONSIBLE TO: Procurement Manager
DUTY STATION: Maseru

Job Summary

The Procurement Officer will work under the direct supervision of, and be accountable to, the Procurement Manager. The Procurement Officer will assist in the day-to-day project procurement activities and support the Project Management Unit (PMU) in conducting procurement-related operations of ROLL.

Main Tasks and Responsibilities

  • Assist the Procurement Manager in preparing solicitation documents for various project procurement activities
  • Coordinate and support procurement bid opening and evaluation teams
  • Provide operational support and capacity development to project staff
  • Submit relevant documents to IFAD for No Objection via the Online Project Procurement End-to-End System (OPEN)
  • Maintain and update information on the Contract Monitoring Tool (CMT) and paper-based records
  • Carry out other procurement-related duties as requested
  • Hold meetings with stakeholders to enhance contractual relationships
  • Maintain assets registry of all project assets
  • Suggest adjustments to the procurement section of the Project Implementation Manual (PIM)
  • Conduct field/site visits for procurement/contract monitoring
  • Maintain high standards of conduct in line with procurement laws
  • Participate in project events and maintain effective relationships with stakeholders and partners

Qualifications and Experience

Minimum Educational Requirements:

  • Bachelor’s Degree in Procurement, Supply Chain Management, Economics, Accounting, Finance, or Business Administration
  • Minimum of 3 years professional experience in procurement
  • At least 2 years working with donor-funded projects
  • Additional short training in procurement
  • Professional qualification in procurement from an internationally recognized certification (e.g., CIPS Level 4) is required

  • Ability to provide sound advice on procurement issues
  • Strong communication and interpersonal skills
  • Excellent personal management and integrity
  • Proficiency in MS Office, internet use, and procurement databases
  • Cultural, gender, religion, race, nationality, and age sensitivity
  • Ability to produce high-quality technical reports
  • Fluency in written and spoken Sesotho and English

Duration of the Assignment

3 years, renewable based on satisfactory performance
