The Ministry of Health has received support from the Center for Disease Control (CDC) under the project titled “Strengthening Ministry of Health’s Capacity (MOH-Cap) for HIV Diagnosis, Treatment and Monitoring in the Kingdom of Lesotho”.
The Ministry is inviting applications from suitable candidates for the position below:
Position Details
Position Title: Procurement Officer
Program: Ministry of Health – CDC Cooperative Agreement
Duty Station: Ministry of Health Headquarters – Procurement Unit
Level of Effort: Full-time
Duration: Four months; renewable subject to performance and availability of funding
Reporting To:
- Functional reporting to the Procurement Manager
- Operational reporting to the Project Coordinator
Background
A Procurement Officer is responsible for the acquisition of goods, services, or materials, ensuring cost-efficiency, quality, and compliance.
Key duties include identifying supplier sources, negotiating contracts, managing vendor relationships, maintaining inventory records, and ensuring all purchasing processes comply with donor procurement rules and the Government of Lesotho’s policies and regulations.
The officer will work closely with other Procurement Unit staff to carry out day-to-day procurement duties.
Job Summary
To reinforce the Procurement Unit of the Ministry of Health in discharging its duties in accordance with donor procurement rules and the Government of Lesotho regulations.
Main Duties and Responsibilities
- Liaise with program managers to establish procurement requirements.
- Assist program managers in preparing specifications and selection criteria for required goods.
- Prepare Requests for Quotations (RFQs), clearly indicating specifications, quantities, and delivery schedules.
- Solicit quotations from suppliers using international and/or national shopping methods.
- Lead the evaluation process of received quotations to select appropriate suppliers.
- Prepare purchase orders to initiate contractual relationships with selected suppliers.
- Draft contract conditions in consultation with the Procurement Manager to protect the interests of the employer/client.
- Inspect delivered goods in consultation with beneficiary program managers to ensure compliance with specifications and contractual obligations.
- Review supplier invoices, ensure compliance with terms and conditions, and recommend them for payment.
- Prepare and issue Acceptance Certificates for delivered and approved goods.
- Prepare bidding documents in accordance with agreed procedures between the Government of Lesotho and donor agencies for National and/or International Competitive Bidding.
- Assist program managers in preparing Terms of Reference (TORs) aligned with selection criteria.
- Prepare Requests for Proposals (RFPs) for consulting services, ensuring clarity and completeness.
- Lead evaluation processes and prepare reports for submission to the Tender Panel and donor agencies for approval.
- Compile contract documents for signing by the employer and selected supplier/contractor.
- Safely keep all procurement and contract documentation for post-review and auditing purposes.
- Maintain and update purchase order and contract registers.
- Record and maintain vendor information for commonly procured goods.
Qualifications and Experience
- Bachelor’s degree (preferred) in Business Management/Administration, Finance, Accounting, or Logistics.
- Minimum of two (2) years’ working experience in procurement.
- Strong negotiation and analytical skills.
- Professional Diploma in Supply Chain Management (CIPS Level 6) is an added advantage.
- Experience in donor-funded projects is an added advantage.
Required Skills
- Proficiency in Microsoft Office suite packages.
- Hardworking with the ability to work under pressure and meet strict deadlines.
- Good communication skills.
- High integrity and adherence to ethical standards.
Duration and Remuneration
This is a performance-based position for a period of four (4) months, with the possibility of extension based on performance and availability of funding.
The salary is market-related and commensurate with qualifications and experience.
