The Government of Lesotho through the Country Coordinating Mechanism (CCM) received grants from the Global Fund to support interventions geared towards the fight against HIV/AIDS & TB. These funds are managed and coordinated by the Principal Recipient (PR), who is the Ministry of Finance & Development Planning (MOFDP) through the Project Management Unit (PMU), while implementation is undertaken by Sub Recipients (SRs) from different Government Ministries, NGOs and Civil Society. MOFDP-PMU has one vacant position which it intends to fill.
JOB PURPOSE
The purpose of the Procurement Officer position is to ensure prudent and efficient management of procurement and use of the Global Fund (GF) Grants and other funding from the Government of Lesotho. This will include efficient and effective procurement of Goods, works and services (including both non-consultancy and consultancy services) supported with the Global Fund Grants.
The Procurement Officer will be expected to ensure compliance with all regulatory requirements as relating to the Global Fund, the Government of Lesotho Procurement Act and subsidiary policies and regulations as well as Ministry of Health Procurement Manual for implementation of Projects. The incumbent will be charged with contributing to the overall successful implementation of the programmes by being responsible for Procurement Planning, Implementation, Record keeping, as well as Internal and External Procurement Reporting.
Reporting
• The Procurement Officer shall report to the Senior Procurement Officer.
Requirements
(a) A Bachelor of Arts Degree in Business Administration, Finance/Accounting or equivalent from a recognized institution.
(b) Qualification in Procurement and Supply Chain Management from a recognized institution is a pre-requisite.
(c) A minimum of 5 years’ working experience in Procurement Unit with excellent knowledge of Government and International Procurement Policies and Procedures.
(d) A minimum of 3-year experience working with donor funded Procurement under strict guidelines and tight deadlines is strongly preferred.
(e) Knowledge of Accounting Software with a Procurement module is preferred.
(f) An employment record of good conduct and compliance in implementing Procurement policies (to be verified through vetting).
(g) Excellent written and spoken English.
(h) Proficiency in Microsoft Office Suite.
