KARABO EA BOPHELO at Baylor College of Medicine Children’s Foundation – Lesotho

The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free paediatric and family-centred HIV and tuberculosis prevention, care, treatment and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in Lesotho. All positions are based in Maseru, Lesotho on full-time, fixed term contracts.

  1.   PROCUREMENT OFFICER

Position Description:

To provide procurement support services to Karabo ea Bophelo sections in line with donor procurement standards and project guidelines. S/he will implement procurement plan and keep records and reports of all procurement activities.

Key Performance Areas:

  • Assists in developing a variety of procurement related policies and documents for the Karabo ea Bophelo project, including contract terms, conditions, specifications, and contractual agreements in line with Donor, BARLOR and Karabo ea Bophelo project rules and regulations;
  • Ensure compliance to Donor, BAYLOR and Karabo ea Bophelo rules and regulations, standard operating procedures as well as applicable legislation;
  • Develops specifications for procurement of equipment, supplies and services; and develops Request for Quotations (RFQs) and Request for Proposals (RFPs);
  • Reviews purchase requisitions for completeness and accuracy and follows up on discrepancies with the initiating department;
  • Secures price quotations and prepares terms, conditions, and/or specifications for prospective procurements;
  • Participates in meetings with selected staff to develop or evaluate quotations or proposals;
  • Maintains effective working relationships with co-workers, suppliers/vendors, and the general public through effective communication;
  • Analyzes bids submitted and participates in the identification of the best bid;
  • Prepares Award documentation and purchase orders per Karabo ea Bophelo internal policy parameters;
  • Maintain a Purchase Orders/Commitments tracker and updates it periodically in liaison with Finance;
  • Assists coworkers, vendors, and others with questions related to purchasing policies and procedures;
  • Works with all departments to determine their procurement needs;
  • Conducts research and performs cost analyses relevant to assigned projects or tasks;
  • Trains other employees regarding internal as well as USAID policies and procedures;
  • Maintain a suppliers’ database, general procurement files and any other procurement related information.

Qualifications, Experience & Required Skills:

  • Bachelor’s Degree in Accounting; Purchasing and Supply; or related field;
  • 3 – 5 year’s relevant experience;
  • Knowledge of USAID rules and regulations governing grants and cooperative agreements;
  • Experience in preparing bids, technical specifications, and contractual agreements;
  • Ability to conduct research and apply independent judgment and technical knowledge to analyzing quotations, evaluating equipment and/or service quality, and comparing specifications and prices of competitive items; 
  • Ability to apply independent judgment and technical knowledge to analyzing bids;
  • Honesty and integrity when handling procurements.
