The Ministry of Finance – Project Management Unit (MOF-PMU) is the principal recipient of Global Fund New Funding Model 3 grant in Lesotho which covers the period July 2021 to March 2024. This grant aims to support the implementation of the Lesotho National HIV and TB Strategic Plans by targeting the vulnerable groups and key populations with Behaviour Change Communication (BCC) interventions while strengthening the community response and civil society organizations. This grant prioritises sustaining gains made in HIV treatment and improving the quality of the programme, accelerating HIV prevention, addressing human rights barriers to accessing services, strengthening health and community systems to improve HIV, TB and Sexual Reproductive Health outcomes MOF-PMU therefore invites applications from interested candidates for the vacant positions listed below to support the implementation of NFM3 Grant:
Position: Procurement Officer
Summary TORs
• To support efficient and cost effective procurement of goods, works and services (both non-consultancy and consultancy services) to support the implementation of the GF grant agreements by CSO SRs. The Procurement Officer is also responsible for ensuring timely procurements in line with the Global Fund approved workplan; compliance with procurement regulations, policies and manuals to ensure transparency, and value for money.
Qualifications
• Bachelor of Arts Degree in Procurement and Supply Chain or Administration, Business Studies, Finance/ Accounting or equivalent from a recognized institution;
• Qualification in Procurement and Supply Chain Management from a recognized institution (Post Graduate in Procurement and Supply Chain Management, CIPS etc.) is a prerequisite;
Experience
• Minimum of 5 years working experience in procurement unit with excellent knowledge of government and international procurement policies and procedures;
• A Minimum of 2 years experience working with donor funded procurement is strongly preferred;
• Knowledge of an Accounting Software with a procurement Module is preferred
