Job Description:

Job Description Summary

Ensure timely and accurate procurement of grants-funded projects.

Major Activities:

25% Planning

  • Participate in the preparation of annual procurement plans for the allocated grant projects
  • Review the annual procurement plan before submission
  • Guide the grants team on how to prepare effective procurement plans

25% Strategic sourcing and Procurement Execution

  • Advise on Market Assessment and Supplier Prequalification process as per the direction from Project Coordinators and Officers. sending bid invitations, follow-up of bids, assist coordinating pre-bid meetings as per the direction of Coordinators and specialists. Facilitate and review project procurement plan for procurement execution
  • Maintain all supporting documents relating to the Sourcing Events based on the document management policy
  • Advise and action on the RFP/RFQ process as required
  • Liaise with Finance to resolve supplier inquiries
  • Release POs to suppliers for spot buys and assigned categories
  • Ensure all open PRs are processed within a reasonable time Follow up for delivery of goods and services on time
  • Work with SCM teams to manage internal customer satisfaction

15% Data Management, Analysis and Reporting

  • Collect and organize data from projects.
  • Analyze and check data for accuracy and produce the required reporting output in accordance with the Policies / Procedures & Guidelines as set by WV
  • Prepare weekly/monthly procurement status reports to update the customers and other stakeholders.
  • Perform Daily reconciliation exercises of all records and transactions performed within the same day and ensure that data validation, integrity and accuracy of data is meticulously maintained.
  • Consolidate all findings and convert them into useful formats as provided by SCM Manager and Project Coordinators

10% Process, Procedure and Policy

  • Work with the supply chain team to manage Internal customer satisfaction
  • Collect data to support performance scorecard reporting (i.e. KPIs)

10% Control and Compliance

  • Maintain proper filing and record keeping as per the guidelines set by the management.

15% On-time payment of suppliers

  • Ensure that payment documents submitted by suppliers are processed on time and suppliers’ payments are processed as per the agreed payment terms.

KNOWLEDGE, SKILLS AND ABILITIES

List education, knowledge & skills, licenses preferred, and all experiences required to perform this position in a fully competent manner. 

  • At least 2 years experience Procurement & Supply Chain Management
  • Basic computer skills (Ms Word/ Excel/Spreadsheet/ Internet, Power point)
  • Hold a Degree in Humanitarian logistics, supply chain management or related disciplines (CIPS, BCOM, and Business Management). A degree in the disciplines is an added advantage
  • Bachelor degree in Procurement and logistics, Supply chain or relevant studies
  • Two year’s of experience in Procurement and Logistics or Accounting field

Additional experience:

  • Have at least 2 years of relevant experience in humanitarian logistics or supply chain within an NGO
  • Have a very good experience with the Grants of donors.
  • Use of computer or other automated equipment and up to date software programs; use of internet and related technology (Ms. Word/Excel/Spreadsheets/Internet/Power Point)

Work Environment: Office based with high level of travelling around the country to hard-to-reach areas.
