PROJECT BACKGROUND
The Ministry of Natural Resources has received financing from the European Investment Bank (EIB) towards the cost of the Lesotho Lowlands Water Development Project Phase II Works (LLWDP-II) and intends to apply part of the proceeds toward payments under the contract for the Procurement of Wastewater Laboratory Testing Equipment and Materials.
The Ministry now invites sealed bids from eligible bidders for the procurement of wastewater laboratory testing equipment and materials.
BIDDING PROCESS
- Bidding will be conducted through National Competitive Bidding (NCB) using a Request for Bids (RFB) as specified in the EIB Guide to Procurement, published on 5 July 2024 (Procurement Regulations).
- The bidding process is open to all eligible bidders as defined in the Procurement Regulations.
- International firms, including South African firms, are eligible to participate in this tender as per item 3.4.1 (page 10) of the Procurement Regulations.

SUBMISSION OF BIDS
- Bids must be delivered on or before 18 February 2026 at 12:00 (UTC+2).
- Electronic bidding will not be permitted.
- Late bids will be rejected.
- Bids will be publicly opened on 18 February 2026 at 12:15 (UTC+2) in the presence of bidders’ representatives and any interested attendees.
BID SECURITY
- All bids must be accompanied by a Bid Security of LSL 55,000 (Fifty-Five Thousand) or equivalent.
COMPLIANCE & INTEGRITY REQUIREMENTS
- Bidders must comply with Procurement Regulations on Beneficial Ownership Disclosure, using the prescribed disclosure form included in the bidding document.
- Each tenderer or contract beneficiary must sign a Covenant of Integrity (see Section 3.6 and Annex 3 of the Procurement Regulations).
