Procurement of Service Providers for the Construction of Classrooms and Toilets in Primary Schools and High Schools (2026/2027)
The Principal Secretary, Ministry of Education and Training invites sealed bids from eligible and qualified bidders for the procurement of service providers for the construction of classrooms and toilets in Primary Schools and High Schools during the 2026/2027 financial year.
Eligibility
Eligible bidders are contractors registered with the Ministry of Public Works in the Category A and B classifications in the Kingdom of Lesotho.
All bids must be accompanied by the required bid security.

Ministry of Education and Training (MOET)
Procurement Unit - All items shall be fully priced.
- A separate Bid Submission Form and Bid Security must be submitted for each lot.
- The Ministry reserves the right to cancel the tender before submission or opening of bids, postpone the submission/opening date, and accept or reject any or all tenders without assigning any reason. The Ministry of Education and Training is not bound to accept the lowest or any bid.
- Bidders may bid for all lots; however, each successful bidder will be awarded only one (1) lot.
- Bid evaluation will be conducted on an item-by-item basis, based on the most economically advantageous bid.
Bidding Documents
A complete set of bidding documents, prepared in English, will be available free of charge from the Procurement Office located at the Education Facilities Unit (EFU) from:

Bid Validity
Bids shall remain valid for a period of ninety (90) days after bid opening.
Submission of Bids
Bids must be submitted on or before 10:00 hrs on Wednesday, 9 September 2026.
Bids must be submitted in sealed envelopes clearly marked:
“Procurement of Service Providers for the Construction of Classrooms and Toilets in Primary Schools and High Schools in 2026/2027”
The envelope must bear no external marks identifying the bidder.
Electronic submissions will not be accepted.
Late bids will be rejected.
Bids will be opened publicly at 10:30 hrs on Wednesday, 9 September 2026, in the presence of bidders’ representatives who choose to attend.
Mandatory Requirements
Bidders must submit the following:
- Valid Tax Clearance Certificate.
- Valid Trader’s Licence.
- Registration as a Category A or Category B Contractor with the Ministry of Public Works.
- Signed, stamped, and completed Audited Financial Statements for 2024/2025 and 2025/2026.
- The financial statements must be prepared by a practising Accountant registered with the Lesotho Institute of Accountants (LIA).
- Proof of the Auditor’s LIA registration.
Bid Submission Requirements
It is mandatory for bidders to complete and sign:
- Bid Submission Form.
- Certificate of Bona Fide Tendering.
Failure to comply with these requirements will result in disqualification.
Bid Security
A Bid Security of 1% of the total tender amount, in the form of a Bank Guarantee only, is required.
Pre-Bid Meeting
A pre-bid meeting will be held as follows:

Venue: Education Facilities Unit (EFU) Building, opposite NCDC, next to Lerotholi Polytechnic (Fokothi).
All prospective bidders are encouraged to attend.
Site Visit
A site visit is compulsory for all bidders.
