INTRODUCTION
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a nonprofit organization dedicated to preventing pediatric HIV infection and eliminating pediatric AIDS through research, advocacy, and prevention, care, and treatment programs. Founded in 1988, EGPAF works in 19 countries globally.
EGPAF Lesotho country office is one of the major HIV service partners of the Lesotho Ministry of Health (MOH), since 2004. EGPAF first opened doors in Lesotho in 2006. To support the Lesotho Program, EGPAF has received funding from several Donors to implement different projects in collaboration with the MOH. The EGPAF program support has been in the areas of pediatric & adult HIV care & treatment, Prevention of Mother-to-Child Transmission of HIV (PMTCT), tuberculosis (TB) services, TB/HIV integration; strategic information and evaluation, quality Improvement, operational research and health systems strengthening.
OBJECTIVE OF THE ASSIGNMENT/ SCOPE OF WORK
EGPAF now invites eligible individuals or firms (“Contractor” or “Consultant”) to submit proposals for the following services:
- Mid-term Evaluation
- Mapping of Community Structures
Detailed Terms Of References and RFP’s can be viewed at http://www.pedaids.org/pages/contracting-opportunitiesor interested eligible bidders confirming their intention to bid indicating all relevant contact information, including an email address, to [email protected]. Bidders will be responsible for following up to ensure that EGPAF has received the notification.
Within 48 working hours of receiving the bidder’s confirmation of intention to bid, bid documents with full RFP requirements in the English language will be sent to interested bidders by email. Interested bidders will be responsible for confirming receipt of bid documents within 24 hours
EVALUATION CRITERIA AND SUBMISSION REQUIREMENTS
The Foundation will accept the submissions from the qualified vendors that is the BEST VALUE (i.e. the Contractor that provides the most economically advantageous services to the Foundation and meets the minimum required specifications stated in this solicitation).
All documents must be written in English (or include an English translation of the document if necessary). Completed submission packages must be delivered to Procurement Manager electronically [email protected].

ADDITIONAL INFORMATION
It is anticipated that there will be a requirement for additional services from the winning vendor, but funds are currently not available except for the initial assignment. In recognition of this, a Fixed Price Contract with Option Periods may likely result from this solicitation. Each option period has a duration of one (1) additional year.
If you are able and should additional funding become available and the Foundation wishes to exercise its option to extend this contract for up to an additional two (2) option periods, please include with your financial proposal either:
- The fixed rates that will be applied to perform services in the subsequent option period(s); or
- The maximum percentage with which those rates will increase (for example, the rates in the attached quote will increase no more than 1.5% in the next year should the Foundation wish to exercise this option).
If not otherwise specified in the quote, bidder agrees to the firm fixed prices for each option quantity requested in this solicitation.
The option rates will be included in the initial contract(s) agreed upon by both parties. If a bidder is unable to provide a priced option at this time or should any of the services offered by the vendor become unavailable, or unavailable at the unit rate originally proposed, the contractor will inform EGPAF of those issues prior to the exercise of the next option. Pricing shall otherwise remain fixed at the originally.
