Overview
The Public Officers’ Defined Contribution Pension Fund (PODCPF) invites applications from suitably qualified and experienced candidates for the position of Procurement Manager.
This is a middle management role responsible for overseeing the Fund’s procurement function to ensure goods and services are acquired in a cost‑effective, timely, and compliant manner that meets the requisite needs of the Fund. The role balances value for money with risk management, while supporting the operational needs of the Fund.
Key Duties and Responsibilities
Strategic Sourcing and Procurement Planning
- Develop and implement procurement policies aligned with the Fund’s regulations and Public Procurement guidelines
- Develop, implement, and monitor the Fund’s annual procurement plan
- Lead sourcing strategies for all procurement needs in collaboration with internal stakeholders
- Advise Management on procurement best practices and support demand planning and forecasting
Tender, Vendor and Contract Management
- Lead tender processes ensuring transparency, fairness, and ethical conduct
- Liaise with the Head – Corporate Services and Legal Division to negotiate contracts ensuring value for money and appropriate risk mitigation
- Ensure all contracts comply with internal and external governance frameworks
- Maintain and manage supplier database, including due diligence and fit‑and‑proper assessments
- Monitor supplier performance and ensure compliance with contractual obligations and SLAs
Governance, Risk and Compliance
- Maintain complete and auditable procurement records and documentation
- Monitor regulatory changes affecting procurement and update policies as required
- Implement and enforce internal controls, including segregation of duties and anti‑fraud measures in line with Fund policy
Cost and Budget Control
- Liaise with the Finance Unit to manage the procurement budget and track expenditure versus approved mandate
- Identify and implement cost‑saving opportunities without compromising quality or regulatory compliance
- Prepare quarterly reports on spend analysis, savings, and vendor risk exposure
- Digitise and streamline procurement processes for improved efficiency
Management and Supervision
- Manage the procurement unit and set KPIs for the unit and employees
- Develop capabilities of direct reports
- Appraise performance of direct reports in line with the Fund’s Performance Management system

Qualifications and Experience
- Qualifications: Master’s degree in Supply Chain, Procurement, or Business Management
- Professional certification in Procurement is an added advantage
- Experience: Seven (7) years’ work experience, five (5) of which must be as a Procurement Manager
- Experience in financial services, particularly pension fund or retirement benefits administration, is an added advantage
