Job Title: Procurement Manager (Paterson Grade D2)

JOB PURPOSE
The Procurement Manager is responsible for leading the procurement function to ensure the Bank obtains the highest-quality goods and services at the best possible value. The incumbent oversees supplier management, contract negotiations, compliance, and risk management while driving cost savings, operational efficiency, and continuous improvement across all purchasing activities.
KEY DUTIES AND RESPONSIBILITIES
Strategic Procurement & Cost management
- Develops and implements sound, cost-effective procurement strategies aligned with business goals.
- Analyses market trends, pricing, and supply conditions to identify opportunities for cost reduction and value improvement.
- Conducts comprehensive cost-benefit analyses, competitive bidding, and spend assessments to inform decision-making.
- Advises management on procurement risk, opportunities, compliance and sourcing strategies.
- Establishes KPIs, benchmarks, and performance metrics to drive procurement excellence.
Procurement Operations
- Provides cost‑effective, reliable, and compliant procurement services to business units.
- Oversees the full procurement cycle, including requisition approval, vendor selection, purchase order issuance, and delivery tracking.
- Maintains accurate procurement records and ensures processes comply with internal policies and regulatory standards.
- Coordinates with finance to ensure accurate budgeting, forecasting, and timely invoice reconciliation.
Supplier Relationship & Contract Management
- Maintains strong relationships with existing suppliers while continuously identifying and onboarding new vendors.
- Evaluates supplier performance regarding quality, pricing, delivery reliability, and contract compliance.
- Works closely with the legal department to develop, review, and negotiate contracts, service agreements, and SLAs.
- Ensures that all contractual terms, – pricing, warranties, service levels, and penalties – are favourable and enforceable.
Risk Management & Compliance
- Develops procurement risk management frameworks to mitigate threats such as supply shortages, price volatility, supplier failure, and compliance risks.
- Implements supplier due‑diligence processes to ensure ethical sourcing and adherence to the Bank processes.
- Monitors regulatory changes and ensures procurement policies and processes remain compliant.
Cross‑Functional Collaboration
- Communicates regularly with management regarding the flow of goods and services, supplier issues, and procurement performance.
- Collaborates with business units to ensure alignment of procurement needs and priorities.
- Provides strategic insights to management on market changes, sourcing opportunities, and procurement innovations.
Leadership & Team Management
- Leads and supervises the procurement team, ensuring clear task delegation, performance monitoring, and professional development.
- In collaboration with the Office of People and Culture builds procurement capabilities across departments through training and mentorship.
- Fosters a culture of transparency, accountability, and continuous improvement within the procurement function.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Procurement, Supply Chain Management, Logistics, Business Administration, or related field.
- A Master’s degree in Supply Chain/Business Administration is an added advantage.
- Professional Certifications (Preferred but not mandatory).
- CIPS (Chartered Institute of Procurement & Supply).
- APICS/CSCP certification.
- Supply Chain Management certification from a recognized body.
- Minimum 5–7 years of relevant procurement or supply chain experience.
- Minimum 3 years in a supervisory or managerial role within procurement.
- Proven track record in contract management, supplier negotiation, and cost optimization.

- Understanding of supply chain principles, market dynamics, and vendor management.
- Strong leadership, communication, and stakeholder management capabilities.
- High-level integrity, ethical judgment, and decision‑making ability.
